The Governor of the National Bank of Serbia issued a decision on 27 April 2016 to introduce a 5000-dinar banknote featuring the portrait of Slobodan Jovanović. The note incorporates advanced security elements including a multitone watermark, optically variable ink, a see-through register, and specific ultraviolet and infrared fluorescent responses. Measuring 76 x 159 mm, the banknote was scheduled to enter into force on 6 May 2016 as published in the RS Official Gazette.

2 The numeration shall be printed twice on the back of the banknote – once in black and once in red, and contain nine characters (two letters and seven numerals). The numeration printed in black is placed in the upper part between the Great Coat-of-Arms of the Republic of Serbia and the denomination value “5000” in the positive, fluorescing yellow-green under ultraviolet light. The numeration printed in red is placed along the lower righthand edge of the fully printed part, above the smaller denomination value “5000”, fluorescing red under ultraviolet light. 3. The dimensions of the 5000-dinar banknote are 76 x 159 mm. Front of the banknote 4. The layout is horizontal. The left side features the portrait of Slobodan Jovanović in intaglio printing. To the left of the portrait are the words “Slobodan Jovanović” in Cyrillic and Latin letters, together with the year of his birth and death (1869– 1958), whereas below it is the facsimile of Slobodan Jovanović’s signature. Dominating the central part of the banknote is the image of a sculpture group with a central female figure holding a pigeon in the outstretched hand (the original sculpture stands on the roof ornamentation wreath of the Serbian Academy of Arts and Sciences building). The denomination value “5000” is written in the positive, located in the lower right-hand side of the white surface, whereas a smaller denomination value “5000” is also written in the positive, with a white contour in the vertical disposition and is placed to the right of the portrait in the upper zone of the banknote. The text “Narodna banka Srbije” in Latin letters is printed in two rows on the right-hand side of the white surface, while the identical text in Cyrillic letters appears in two rows near the left margin of the banknote, with the words “Narodna banka” in the positive and the word “Srbije” in the negative. Both texts are printed in intaglio technique. Above the word “Srbije” written in Cyrillic letters in the negative there shall be an intaglio mark for the visually impaired persons (three horizontal stripes of uneven length). To the left of the word “Srbije” are six rows of microlettering “NBS” printed in Cyrillic and Latin letters in the same intaglio technique. In the upper part of the white surface of the banknote, there is an intaglio, optically variable stylised security feature (done in OVI colour) bearing the logo of the National Bank of Serbia. Depending on the viewing angle, the colour of this feature changes from gold to green.
3 In the lower right part of the white surface of the banknote, above the denomination value “5000”, there shall be an intaglio kip effect reading “NBS” in Cyrillic letters. The text is visible under certain viewing angles only (the viewing direction must be in a nearly horizontal line with the banknote, turned by 45 degrees in both rotation directions), thereby showing the text both in the negative and positive. Along both the upper and lower edges of this element, microlettering reading “NBS” runs continuously in Cyrillic letters, and in the lower part in Latin letters. In the upper part of the banknote, to the left of the security element printed in OVI colour, there shall be a transparent printing register featuring one half of an image that is visible as a whole only if viewed together with the matching half of the image printed on the back of the banknote (the whole image features a rectangle with inserted white circle). To the right of the smaller, vertically placed number “5000” is the text “pet hiljada dinara” in the negative and in Latin letters, while the same text in Cyrillic letters and in the positive is placed in the lower part of the banknote, to the left of the bigger number “5000”. Along the right edge of the banknote, against the light violet background, there is the text “falsifikovanje se kažnjava po zakonu” in Cyrillic and Latin letters, and in the continued line is the discretely designated denomination value “5000”. Back of the banknote 5. The layout is vertical. The back of the banknote features the figure of Slobodan Jovanović. Above it is a fragment of the Republic of Serbia’s Parliament building, and left to it, the stylized image of the interior of the Parliament hall. Below it is the signature of Slobodan Jovanović from his personal correspondence, produced in intaglio technique. The denomination value “5000” in the positive is placed in the upper part of the banknote against the light violet background, and the one in the negative is placed in the lower left-hand corner of the fully printed part. In the upper right-hand corner of the fully printed part is the text “pet hiljada dinara” – in the positive and in Cyrillic letters, and (below it) in the negative and in Latin letters. The lower right-hand part of the white surface contains words in three rows, from up to down, in Cyrillic and Latin letters: “Beograd”, “godina” and “guverner”, with the designation of the year “2016” in the negative. Below these words there is the facsimile of the signature of Governor Jorgovanka Tabaković. Along the upper and lower edges of the
4 fully printed part runs the text: “Narodna banka Srbije – Zavod za izradu novčanica i kovanog novca – Topčider” (the upper text in Cyrillic and the lower in Latin letters). The lower right-hand corner of the printed part contains the microlettering “5000 dinara” in the positive, alternately in Cyrillic and Latin letters, in eight rows. The denomination value “5000” is placed above the microlettering. The upper left-hand corner of the banknote, against a violet background, contains the Great Coat-of-Arms of the Republic of Serbia. The background below the Coat-of-Arms consists of the multiplicated number “5000” in the negative, with a shade; in microlettering, the number is located in the lower part. The upper right-hand part of the banknote, on the border separating the white surface and the fully printed part, contains the complementary part of the see-through register referred to in Section 4, paragraph 8 of this Decision. 6. Both the front and back of the banknote are dominated by shades of green, with the addition of violet and yellow tones. The yellow colour on the front of the banknote fluoresces yellow under ultraviolet light. On the back of the banknote, under ultraviolet light, the light green colour fluoresces blue. When the front of the banknote is lit by infrared light, the visible elements are: the left side of the portrait, the kinegram, the OVI element (the ellipsis with the National Bank of Serbia’s logo) and the text “NARODNA BANKA SRBIJE” in Latin letters. All other elements on the front of the banknote are not visible. When the back of the banknote is lit by infrared light, only the graphical and textual elements printed in black are visible. 7.
