Technical Instruction for Preparing and Submitting Data to the Leasing Objects Register

The Croatian Financial Services Supervisory Agency issued this Technical Instruction, effective July 1, 2014, to standardize the format and submission of leasing object data. Based on Article 23 of the Regulation on the Leasing Objects Register ("Narodne Novine" No. 63/14), the Croatian Financial Services Supervisory Agency, at the meeting of the Board of Directors held on June 6, 2014, adopts

TECHNICAL INSTRUCTION FOR PREPARING AND SUBMITTING DATA TO THE LEASING OBJECTS REGISTER

  1. Introduction This Instruction for preparing and submitting data to the Leasing Objects Register defines the format and method of submission.

  2. Submission of Reports in Electronic Form Reports are submitted in electronic form in a file in XML format.

  3. Report File in XML Format The obligated party is required to create report files in XML format in accordance with the prescribed XML schema. The process by which the obligated party converts report data into the specified format is determined and implemented by the obligated party itself. The XML schema for preparing reports is available at the following internet address: https://reports.hanfa.hr/xml_sheme/

  4. Signing Files with an Advanced Electronic Signature Signing files with an advanced electronic signature, which the obligated party is required to submit, is carried out in accordance with the current Technical Instruction for the application of electronic signatures in the reporting procedure to the Croatian Financial Services Supervisory Agency.

  5. Method of Entering, Modifying, Deleting, and Deactivating Data in the Register 5.1 Entering Data into the Register Data on leasing objects are entered into the Register via the LeasingObj form (the form is considered a ComplexType in the XML schema or a table in the relational structure).

5.2 Modifying Data in the Register In the event of data modification, one record of the IzmjeneROL form is sent for each reported leasing object that is being modified. Identification of the leasing object is performed via the IDObjektDrustvo field. This refers to modifications resulting from subsequent amendments or supplements to the leasing agreement (based on contract addendums), as well as changes to data regarding the unique identifier of the leasing object (in cases where the unique identifier of the leasing object was not known at the time of concluding the contract).

5.3 Deleting (Cancelling) Data from the Register In the event of any change to a reported leasing object that is not the result of a business event but rather an incorrect entry, deletion (cancellation) of the object is performed by sending one record of the Storno form for each reported leasing object that is being cancelled. Identification of the leasing object is performed via the IDObjektDrustvo field. After deletion (cancellation), correct data are re-entered as needed using the same leasing object identification number (IDObjektDrustvo), and the same object is reported using the LeasingObj form.

5.4 Deactivation of a Leasing Object in the Register In the event of deactivation of a leasing object, one record in the Deaktivacija form must be sent for each object being deactivated. Identification of the leasing object is performed via the IDObjektDrustvo field. If the same object is reported later under a different contract, the value of the IDObjektDrustvo field must be changed.

  1. User Registration and Submission of Reports to the Agency The procedure for user registration and submission of reports to the Agency is determined in accordance with the current Technical Instruction for registration and work with the interface of the system for submitting data in electronic form.

  2. Final Provisions This Technical Instruction enters into force on July 1, 2014. With the entry into force of this Technical Instruction, the Technical Instruction for Preparing and Submitting Data to the Leasing Objects Register (CLASS: 011-02/11-04/16; REFERENCE NUMBER: 326-01-11-2) of October 6, 2011, ceases to be valid.
