The Governor of the Central Bank of Tunisia issued Circular No. 2024-11 to revise the intervention rates and maturities for seasonal cereal crop credits under Circular No. 87-47. The amended ceiling rates, specified in dinars per hectare for dryland and irrigated zones, must be adjusted by banks based on farm size, incurred expenses, and recent campaign yields. This circular takes effect upon publication and applies to durum wheat, soft wheat, legumes, barley, and winter or summer fodder crops.
Tunis, September 16, 2024 CIRCULAR TO BANKS NO. 2024-11 OBJECT: Revision of the rates for cereal crop credits.
The Governor of the Central Bank of Tunisia, Having regard to Law No. 2016-35 of April 25, 2016 establishing the status of the Central Bank of Tunisia, Having regard to Law No. 2016-48 of July 11, 2016 on banks and financial institutions, Having regard to Circular No. 87-47 of December 23, 1987 on the procedures for granting, monitoring, and refinancing of credits, as amended and supplemented by subsequent texts, Having regard to the opinion of the Compliance Control Committee No. 2024-11 dated September 3, 2024, as provided for in Article 42 of Law No. 2016-35 of April 25, 2016 establishing the status of the Central Bank of Tunisia.
Decides: Article 1: The provisions of paragraph "a" regarding the rates for cereal crop credits set out in Annex I to the aforementioned Circular No. 87-47, concerning the rates and maturities of seasonal crop credits, are amended as follows:
(1) This rate constitutes a ceiling. The amount of credit disbursed by the bank must be adjusted according to the size of the farm, the expenses to be incurred, and the yields achieved during recent campaigns.
