Instructions No. 9 of 2025 Regarding Cash Deposits in Fuel Station Accounts

The Palestine Monetary Authority issued Instructions No. 9 of 2025 to amend the cash deposit limits and fee structures for fuel station accounts, mandating that banks accept cash deposits between July 1 and December 31, 2025. The revised regulations cap cash deposits at 50% of account balances, exempting this portion from fees and commissions while applying tiered commission rates of 0.4%, 0.6%, and 0.8% to amounts exceeding this threshold based on total purchase invoices from the General Petroleum Corporation. All conflicting prior provisions are repealed, and these amended rules take immediate effect upon publication to standardize banking operations for fuel retailers.

Instructions No. (9) of 2025 Regarding Cash Deposits in Fuel Station Accounts

Based on the provisions of Law No. (9) of 2010 concerning Banks, particularly Articles (43 and 72) thereof, and after reviewing Instructions No. (14) and No. (19) of 2024, and Instructions No. (5) of 2025 regarding Cash Deposits in Fuel Station Accounts, and in accordance with the powers delegated to us, and in pursuit of the public interest, we have issued the following Instructions:

Article (1) Amendment to Instructions No. (19) of 2024

Article (2) of Instructions No. (19) of 2024 regarding the amendment to Instructions No. (14) of 2024 concerning Cash Deposits in Fuel Station Accounts is amended to read as follows:

  1. Paragraph (1) of Article (2) of Instructions No. (14) of 2024 concerning Cash Deposits in Fuel Station Accounts is amended to read as follows: "The bank shall be committed to accepting cash deposits in fuel station accounts from 2025/7/1 until 2025/12/31, subject to the following conditions: a. Cash deposits in the station's account shall not exceed 50% in cash, with the remainder being electronic sales. b. Cash deposits up to 50% of the purchase invoice value shall be exempt from fees and commissions, unless otherwise agreed upon between the bank and fuel stations."

  1. Paragraph (3) of Article (2) of Instructions No. (14) of 2024 concerning Cash Deposits in Fuel Station Accounts is amended to read as follows: "The bank may charge a commission on cash deposits exceeding the ratio specified by the Monetary Authority from the total purchase invoice from the General Petroleum Corporation, according to the following tiers: a. A commission of (0.4%) on cash deposits up to 500,000 shekels that exceed 50%. b. A commission of (0.6%) on cash deposits exceeding 500,000 shekels up to one million shekels that exceed 50%. c. A commission of (0.8%) on cash deposits exceeding one million shekels that exceed 50%."

Article (2) Repeal of Conflicting Provisions

All provisions conflicting with these Instructions are hereby repealed.

Article (3) Implementation and Enforcement

The provisions of these Instructions shall apply from 2025/07/01, and all competent authorities shall comply with them according to their respective jurisdictions.
