Order No. 2007-0102/PRE Establishing the Technical Committee for Counter-Terrorism

The President of the Republic, Head of Government of Djibouti, issued Order No. 2007-0102/PRE establishing a seven-member Technical Committee to support the National Committee for Counter-Terrorism in implementing international conventions against terrorism, corruption, money laundering, and organized crime. The Committee is mandated to monitor, study, and propose necessary counter-terrorism measures, convene as required by its President or the National Committee, and submit regular status updates alongside an annual report. This Order entered into force on 4 February 2007 and was registered in the Official Journal of Djibouti.

THE PRESIDENT OF THE REPUBLIC, HEAD OF GOVERNMENT WHEREAS the Constitution of 15 September 1992; WHEREAS Law No. 59/AN/94 of 05 January 1995 establishing the Penal Code; WHEREAS Law No. 196/AN/02/4èmeL on Money Laundering, Confiscation and International Cooperation regarding Criminal Proceeds of 29 December 2002, notably its Article 3; WHEREAS Decree No. 2001-0193/PR establishing a National Committee for the Fight against Terrorism of 03 October 2001; WHEREAS Decree No. 2005-0212/PRE of 17 December 2005 amending Decree No. 2001-0193/PRE establishing a National Committee for the Fight against Terrorism; WHEREAS Decree No. 2005-0067/PRE of 21 May 2005 appointing the Prime Minister; WHEREAS Decree No. 2005-0069/PRE of 22 May 2005 appointing the members of the Government. ORDER Article 1: A Technical Committee is established to support the National Committee for Counter-Terrorism in implementing International Conventions against terrorism, corruption, money laundering and organized crime, composed as follows:

  • Mr. ALI MOHAMED AFKADA, representative of the Ministry of Justice, Focal Point, President;
  • Mr. ALI AIDID AHMED, representative of the Ministry of Foreign Affairs and International Cooperation, member;
  • Mr. HASSAN OMAR MOHAMED, representative of the Ministry of Interior and Decentralization, member;
  • Mr. IDE-SOULEIMAN ABDI HADI, representative of the Ministry of Economy, Finance and Planning, in charge of Privatization, member;
  • Mr. ALI DAOUD HOUMED, representative of the Governor of the Central Bank of Djibouti, member;
  • Mr. Colonel LADIEH AWALEH BOURALEH, representative of the Head of National Security, member;

  • Mr. Colonel ABDOURAHMAN ADEN CHER, representative of the Chief of Staff of the Armed Forces, member. Article 2: The Technical Committee is an organ responsible, under the authority of the National Committee for Counter-Terrorism, for monitoring, studying and proposing all measures necessary to combat terrorism, corruption, money laundering, as well as implementing the provisions of universal instruments against terrorism and terrorist financing within the domestic legal order. Article 3: The Technical Committee meets whenever necessary upon summons accompanied by its President's agenda, and also by order of the President of the National Committee for Counter-Terrorism. Article 4: The Technical Committee is required to regularly inform the National Committee for Counter-Terrorism of the situation and actions undertaken, and to prepare an annual report to be submitted to the National Committee for Counter-Terrorism. Article 5: This Order enters into force as of 04 February 2007 and shall be registered and published in the Official Journal of the Republic of Djibouti. Done at Djibouti, on 04 February 2007. P.
