[unofficially consolidated translation] DECISION ON ISSUING GOLD AND SILVER JUBILEE COINS ON THE OCCASION OF CELEBRATING THE 20TH ANNIVERSARY OF THE RESTORATION OF MONTENEGRO’S INDEPENDENCE (OGM 94/25 of 12 August 2025, 135/25 of 25 November 2025) Article 1 On the occasion of celebrating the 20th anniversary of the restoration of Montenegro’s independence, the Central Bank of Montenegro (hereinafter: the Central Bank) shall issue jubilee coins in 2026. Article 2 Jubilee coins referred to in Article 1 of this Decision shall be issued in the form of gold and silver coins. Article 3 The gold coin shall be issued with a face value of 10 perpers and in a mintage of 170 pieces. The gold coin shall have a weight of 8 grams, a diameter of 24 mm, and shall be struck from gold alloy of a fineness of not less than 900/1000, using the proof striking technique, featuring mirror-like fields and frosted relief elements. The permitted tolerance for the weight of the gold coin shall be 2‰ (two per mille) above the weight specified in paragraph 2 of this Article. Article 4 Silver coin shall be issued with a face value of 1 perper and in a mintage of 250 pieces. The silver coin shall have a weight of not less than 17 grams, a diameter of 34 mm, and shall be struck from silver alloy of a fineness of not less than 925/1000, fusing the proof striking technique, featuring mirror-like fields and frosted relief elements The permitted tolerance for the weight of the silver coin shall be 2‰ (two per mille) above the weight specified in paragraph 2 of this Article. Article 5 The design of the obverse of the gold and silver coins shall be as follows: in the central field, the inscription “20 godina obnove nezavisnosti Crne Gore” (“20 Years of the

Restoration of Montenegro’s Independence”) shall be engraved, with the number “20” prominently emphasised within the design; in the lower left field, the year “2026” shall be inscribed, while along the entire rim Montenegrin traditional gold embroidery shall be depicted. The design of the reverse of the gold and silver coins shall be as follows: in the central field, a representation of the Montenegrin traditional dance (oro) shall be depicted, viewed from below, with the Coat of Arms of Montenegro positioned within the oro motif; in the lower segment along the rim, the face value shall be inscribed, namely “10 PERPERA” for the gold coin and “1 PERPER” for the silver coin; and in the upper segment along the rim, the inscription “CRNA GORA” shall be engraved in Latin script. The edge of the gold and silver coins shall be plain. Article 6 The manner of use, composition and distribution of the gold and silver coins shall be determined by a separate decision of the Council of the Central Bank of Montenegro Article 7 This decision shall enter into force on the eighth day following that of its publication in the “Official Gazette of Montenegro”.
