Circular CONAU 1-1685: Information Regime for Payment Service Providers Offering Payment Accounts

The Central Bank of the Argentine Republic (BCRA) issued Communication A 8284 to update the procedural rules for Payment Service Providers Offering Payment Accounts (PSPCP) by incorporating revised reporting sheets effective for the July 2025 period. The circular mandates monthly submissions of supervisory balances, statistical transaction data, and quarterly compliance reports through a standardized information model that tracks credits, debits, transfers, loans, and client account classifications. PSPCPs must ensure all data is submitted in thousands of pesos by the 20th or 22nd day of the following month, supported by external auditor certifications confirming regulatory compliance and data integrity.

The deadline for submitting the information included in Sections A and B will operate -for all payment service providers offering payment accounts (PSPCP)- on the 22nd day of the month following the month to which the data correspond (or the next business day), while the deadline for submitting Section C will operate on the 20th day of the month following the end of each calendar quarter. The first period for which information must be submitted -month for Sections A and B, calendar quarter for Section C- will be the one in which the Superintendence of Financial and Exchange Entities has issued the registration certificate in the “Registry of Payment Service Providers”. The amounts will be recorded in thousands of pesos, without decimals. For rounding purposes, values will be increased by one unit when the first digit of the fractions is equal to or greater than 5, discarding those that are lower. II.1. Specific Instructions Regarding each day of the reporting month, data detailed in this Section must be compiled. Furthermore, client inventories, bank statements, and all supporting documentation for the requested information on payment accounts and common money funds must be kept available to the B.C.R.A. a. Client payment accounts a.1. Balance corresponding to funds credited in clients' payment accounts. a.2. Number of payment accounts holding client balances. a.3. Total number of clients' payment accounts. a.4. For each financial entity where clients' payment account funds are credited, the following must be reported: • Uniform Banking Key (CBU) • Balance in checking account b. III.1. Specific Instructions The following data must be compiled monthly according to the attributes detailed in points a, b, and d of this section and according to the “Information Model” in point III.2.:

  2. Total amount Furthermore, quantities regarding the additional data detailed in point c must be compiled. a. For all transactions executed They will be classified based on whether they correspond to credits and/or debits executed by the PSPCP, the type of account to be credited, the type of holder (when referring to “Own Payment Account”), and the initiation method, according to the line item details included in the “Information Model” of point III.2. In turn, each of these line items will be grouped according to the payment method and payment scheme corresponding to Tables 1 and 2, respectively, detailed in point III.3. Transactions must be reported at the moment they were settled, regardless of their booking date. Credits and/or debits will be reported when a PSPCP client's payment account is affected. This includes movements of funds that are invested and redeemed, as well as interest earned. Credits must be reported net of commissions and taxes. Only amounts effectively deposited into clients' payment accounts should be reported. In the case of debits, amounts effectively withdrawn from clients' payment accounts must be reported. b. For transfers They will be classified based on the line item details included in the “Information Model” of point III.2., according to whether they correspond to: b.1. From CVU to CBU b.2. From CBU to CVU b.3. From CVU to CVU sent b.4. From CVU to CVU received The information included in this point (line items 500X000 for Transfers) must also be reported disaggregated within line items 10XXXXX (credits) and 20XXXXX (debits), as applicable, and according to Table 1 “Payment Methods” (instant “push” or “pull” transfers) and Table 2 “Payment Schemes” (bank transfers from/to CBU or CVU). It must be completed with transfers executed through the CVU and not administered by the PSPCP. That is, all other transfers made via a PSPCP-specific scheme that were not processed through a CVU are excluded from this point, for example: phone number, email address, etc. Transfers made via proprietary payment schemes must be included in line items 10XXXXX (credits) and 20XXXXX (debits), as applicable, as “push” / “pull” transfers. c. Additional information on clients and accounts (by holder type) c.1. Total number of clients involved in points a and b of this Section, disaggregated by commercial or personal/non-commercial use. c.2. Total number of payment accounts involved in points a and b of this Section, disaggregated by commercial or personal/non-commercial use. c.3. Loans In the case of PSPCPs that are also legally authorized to grant financing as non-financial credit providers, they must report data on loans granted and cancelled that were credited or debited -respectively- in their clients' payment accounts during the reporting month. The information included in this point (line items 70XX000 for Loans) must also be reported disaggregated within line items 10XXXXX (credits) and 20XXXXX (debits), as applicable, and according to Table 1 (Payment Methods) and Table 2 (Payment Schemes). e. Reasonableness control regarding balances reported in Section A The total balance of funds credited in clients' payment accounts corresponding to the last day of the reporting month reported in Section A must equal that submitted for the last day of the preceding month in said Section A plus the sum of credits and minus the sum of debits from Section B corresponding to the reporting month. Description of Requested Concepts Initiation Method/Access Channel MobileApp-NFC Contactless: initiation method where the payer (ordering client) places their mobile phone on a contactless NFC reader of the merchant (receiving client). MobileApp-QR: initiation method where the payer scans a QR code displayed by the merchant using their mobile phone. MobileApp-Payment Button: initiation method where the ordering client makes a payment or transfer by accessing a link/button within a mobile application. WebApp-Payment Button: initiation method where the ordering client makes a payment or transfer by accessing a link/button on a website. POS/MobilePOS-Magnetic Stripe: initiation method where payment is made by reading, via a point-of-sale (POS) terminal, the credentials of a payment card through the magnetic stripe. POS/MobilePOS-NFC Contactless: initiation method where payment is made by reading, via a point-of-sale (POS) terminal, the credentials of a payment card through the contactless NFC chip. POS/MobilePOS-EMV Chip: initiation method where payment is made by reading, via a point-of-sale (POS) terminal, the credentials of a payment card through the EMV chip. Branch/Agent/Merchant: access channel used when a payment, deposit, or withdrawal is made in cash at a merchant or collection agency.
