Circular No. 10 Security and Safety Requirements for ATMs

The Palestine Monetary Authority requires all banks operating in Palestine to implement enhanced preventive, precautionary, and monitoring measures for automated teller machines. Banks must strictly comply with existing security and safety directives (Circulars No. 06/2018 and No. 02/2020) across all locations and ATM types to safeguard equipment and surrounding environments. This directive reinforces supervisory controls to mitigate operational risks and ensure comprehensive physical security for cash dispensing infrastructure.

Subject: Security and Safety Requirements for ATMs

Following our instructions regarding the security and safety requirements for ATMs No. (06) of 2018 and No. (2) of 2020, all banks are required to take all necessary preventive and precautionary measures, enhance monitoring operations, and fully comply with the application of the aforementioned instruction requirements at all locations and for all types of ATMs, thereby ensuring the enhancement of supervisory and preventive measures and controls, and protecting the ATM machine and its surrounding environment.
