Regulatory Decision 2026-03 of 16 February 2026 on the Organization of the General Directorates of the Bank of France

The Governor of the Bank of France issued Regulatory Decision 2026-03 to reorganize the General Directorate of Human Resources (DGRH) by establishing a new Quality of Life and Working Conditions Directorate (DQVCT) and a dedicated Data Service within the Personnel Administration Directorate. This restructuring consolidates various missions related to health, social support, disability, and professional risk prevention under the new DQVCT, while centralizing HR data governance. The decision officially enters into force upon publication in the Bank's official register and repeals Article 3 of Regulatory Decision 2018-17.

PUBLIC DOCUMENT BANK OF FRANCE GOVERNOR'S DECISION D.R. No. 2026-03 of 16 February 2026 Organization of the General Directorates of the Bank of France Concerns the DGRH Section: 0.2.1

THE GOVERNOR OF THE BANK OF FRANCE DECIDES

Article 1: A Quality of Life and Working Conditions Directorate (DQVCT) is created, which brings together the disability mission, advisory medicine, the health service, social prevention and support, and the service for prevention, job support, and improvement of working conditions.

It acts in the field of prevention of risks related to working conditions and monitors quality of life and working conditions. It is responsible for issues regarding health, social support, and disability.

Article 2: Within the Quality of Life and Working Conditions Directorate (DQVCT), the Prevention, Job Support, and Improvement of Working Conditions Service (SPAMACT) structures and implements the strategy regarding quality of life at work, supports the transformation of jobs regarding HR and social consequences, and ensures the management of professional risk prevention.

Article 3: Within the Personnel Administration Directorate (DAP), a DATA service is created, responsible for the governance of the Bank's HR data, their qualification, centralization, and making them available.

Article 4: The General Directorate of Human Resources (DGRH) comprises: ▪ The Governor's Office, ▪ The Social Relations Directorate (DRS), which brings together the personnel policy service and the social expenditure steering cell, ▪ The Recruitment and Careers Directorate (DRC), which brings together the studies and analysis service on recruitment, careers, and skills, the recruitment service, the HR management service for the Headquarters and external mobility, and the HR management service for the Network, ▪ The Personnel Administration Directorate (DAP) which brings together the service for treatments, allowances, and various benefits, the social protection service, the service for the administration of the human resources information system, and the data service, ▪ The Training and University Directorate (DFU) which brings together the cross-functional training administration service, the service for management and behavioral skills schools, and the training university jobs service, ▪ The Quality of Life and Working Conditions Directorate (DQVCT), which brings together the disability mission, advisory medicine, the health service, social prevention and support, and the service for prevention, job support, and improvement of working conditions.

Article 5: This decision enters into force as of its publication in the official register of the Bank of France. It repeals Article 3 of Regulatory Decision No. 2018-17 of 12 September 2018.
