BRPD Circular Letter No. 11 and Cabinet Division Directives on Cooperation with the Election Commission for Bogra-6 and Sherpur-3 Elections

The Bangladesh Bank, Ministry of Finance, and Cabinet Division jointly issued directives requiring all scheduled banks, government ministries, and semi-autonomous agencies to fully cooperate with the Election Commission for the upcoming April 9, 2026, by-elections in Bogra-6 and Sherpur-3. The circulars mandate the immediate deputation of administrative officers, teachers, and support staff to the Election Commission Secretariat, prohibit transfers or leaves for election-deployed personnel until 15 days post-result declaration, and authorize the free use of government buildings and furniture for polling. Compliance is enforced under Section 45 of the Bangladesh Bank Order, 1991, and Articles 126 and 44(5) of the 1972 Presidential Order on People's Representation, with non-compliance treated as unauthorized leave and subject to disciplinary action.

  1. The elections for the vacant seats of 41 Bogra-6 and 145 Sherpur-3 constituencies of the 13th National Parliament will be held on Tuesday, 09 April 2026. For the smooth conduct of the said elections, the Election Commission has taken necessary administrative steps. It has been decided to provide administrative support to the Election Commission Secretariat for law and order.
  2. For the smooth operation and conduct of the election-related work, it is necessary to depute officers/staff from all ministries/departments and government, semi-government, autonomous, semi-autonomous offices/institutions, as well as from specific offices/institutions. Joint Secretary/Additional Secretary/Deputy Secretary/Assistant Secretary/Upazila Nirbahi Officers may be deputed as needed. In addition to deputing teachers/lecturers from the Education Ministry/Basic and Mass Education Ministry and Religious Affairs Ministry for government, semi-government, and autonomous educational institutions, buildings of various educational institutions may be used free of charge as venues, and institution furniture may be used for election work.
  3. For the smooth conduct of election work, cooperation from all government and autonomous officials and staff is mandatory. In the past, they have performed their assigned duties for election work and provided necessary assistance and cooperation to the Election Commission. To ensure free, fair, and impartial elections, the Election Commission Officers (Special Provisions) Act, 1991 is currently in force. If any official/staff delays election-related duties, they will be treated as on leave from the date of non-compliance until released by the Election Commission, and their service will be counted as employment under the Election Commission. While remaining employed, they will continue to perform election-related duties under the supervision of the Election Commission and relevant Deputy Commissioner offices, and must comply with all relevant legal orders or instructions. They will be paid while employed for election duties. Accordingly, it is necessary to ensure that all officials and staff comply with relevant legal instructions.
  4. Cooperation to the Election Commission for election work is a mandatory duty for all under Article 126 of the Constitution of the People's Republic of Bangladesh and Article 5 of the 1972 Presidential Order on People's Representation. Furthermore, under Article 44(5) of the 1972 Presidential Order on People's Representation, no official/staff shall be transferred from the time the election schedule is announced until 15 days after the result declaration.
  5. In light of the above, the following steps must be taken to ensure smooth conduct of the elections for the vacant seats of 41 Bogra-6 and 145 Sherpur-3 constituencies of the 13th National Parliament: (a) All ministries/departments and authorities must issue necessary orders to their subordinate officials/staff to assist the Election Commission impartially in performing election duties. (b) The Education Ministry/Basic and Mass Education Ministry and Religious Affairs Ministry must depute teachers/lecturers from government, semi-government, and autonomous educational institutions. (c) All ministries/departments and government, semi-government, autonomous offices/institutions/institutions must refrain from granting leave, transferring, or assigning new duties to any officials/staff currently engaged in election work until the election work concludes.
  6.
