Issued by the UAE Cabinet on 27 October 2020, this decision establishes comprehensive procedures for listing, delisting, and updating domestic terrorist lists in coordination with the Supreme Council for National Security. It mandates the implementation of relevant UN Security Council resolutions on counter-terrorism financing and weapons of mass destruction non-proliferation, while standardizing asset freezing measures, grievance appeals, and the authorized use of frozen funds for basic expenses. Abrogating the previous 2019 regulation, the decision empowers law enforcement and supervisory bodies to enforce travel bans, financial restrictions, and other sanctions against designated persons and organizations without delay.
