The Banco Nacional de Angola mandates that electronic money-issuing financial institutions adhere to and participate in the Instant Transfer System and KWiK Payment Arrangement, requiring direct operational connection with operator EMIS. Institutions authorized after this Instruction's publication must complete adhesion within 60 days and technical certification within 180 days, while those authorized prior must finalize both processes within 120 days of publication. Compliance is enforced through contractual obligations with the operator and carries penalties under Angola's Payment System Law and General Financial Institutions Regime.
