INSTRUCTION No. 227 ON CASH OPERATIONS IN THE NATIONAL BANK OF TAJIKISTAN AND FINANCIAL CREDIT ORGANIZATIONS
The National Bank of Tajikistan issued Instruction No. 227 to establish standardized procedures for cash operations, storage, and accounting within its central apparatus, regional offices, and licensed financial credit organizations. The regulation mandates strict physical security protocols for vaults—including three-key sealing, wax authentication, and electronic alarm integration—while defining precise acceptance criteria for banknotes, coins, and related valuables. It further outlines operational responsibilities, accounting bookkeeping requirements (specifically books 0482120 and 0482161), and technical infrastructure standards to ensure the safety, efficiency, and regulatory compliance of Tajikistan’s cash circulation system.

ON CASH OPERATIONS IN THE NATIONAL BANK OF TAJIKISTAN AND FINANCIAL CREDIT ORGANIZATIONS
Instruction No. 227 "On Cash Operations in the National Bank of Tajikistan and Financial Credit Organizations" (hereinafter - Instruction) is developed in accordance with Article 6 of the Law of the Republic of Tajikistan "On the National Bank of Tajikistan", Article 3 of the Law of the Republic of Tajikistan "On Banking Activity", Article 4 of the Law of the Republic of Tajikistan "On Islamic Banking Activity", Article 21 of the Law of the Republic of Tajikistan "On Microfinance Organizations" and defines the procedure for cash services in the National Bank of Tajikistan and financial credit organizations.
Chapter 1. General Provisions
- The following basic terms are used in this Instruction:
- National Bank of Tajikistan - Central apparatus and regional offices of the National Bank of Tajikistan;
- financial credit organizations - credit organizations and Islamic credit organizations carrying out activities provided by law on the basis of a license from the National Bank of Tajikistan;
- credit organizations - legal entities carrying out on the basis of a license from the National Bank of Tajikistan all or individual banking operations provided by law;
- Islamic credit organizations – legal entities carrying out on the basis of a license from the National Bank of Tajikistan all or individual Islamic banking operations provided by law;
- Central Repository of the Department of Currency Circulation and Cash Operations of the National Bank of Tajikistan (hereinafter – Central Repository) - a structural subdivision of the National Bank of Tajikistan;
- cash money – banknotes and coins;
- automated banking system – a set of software and technical infrastructure for automating banking activities;
- single window for customer service – integration of all banking information about a client to provide a range of services through one operator;
- management of the National Bank of Tajikistan – management of the National Bank of Tajikistan and managers of regional offices of the National Bank of Tajikistan.
Chapter 2. Organization of Cash Services in the National Bank of Tajikistan
- The National Bank of Tajikistan provides cash services exclusively to financial credit organizations and other legal entities permitted under the current legislation of the Republic of Tajikistan to open accounts in the National Bank of Tajikistan. For cash services, based on tariffs set by the National Bank of Tajikistan, a fee is charged from financial credit organizations (hereinafter – clients).
- The transport of valuables withdrawn for clients and deposited into the cash offices of the National Bank of Tajikistan is carried out exclusively through the Transport Department of the Currency Circulation and Cash Operations Department of the Central apparatus (hereinafter – Transport Department) and regional offices of the National Bank of Tajikistan.
- Operational cashiers are organized in the Central Repository and regional offices of the National Bank of Tajikistan, and with the permission of the Board of the National Bank of Tajikistan, an emission fund of banknotes and coins not yet issued into circulation and withdrawn from circulation for storage is established.
- Responsibility for the storage of cash money and other valuables rests with employees of the National Bank of Tajikistan who bear material responsibility under a full material liability agreement.
- The Central Repository and regional offices of the National Bank of Tajikistan carry out operations with operational cashiers in the manner established by this Instruction.
- Cash services for clients of the National Bank of Tajikistan are provided during the operational day.
Banknotes and coins received from financial credit organizations are accepted in the Central Repository of the National Bank of Tajikistan and its regional offices only after verification of bundles and stubs, reconciliation of the number of banknotes with inscriptions on labels, and coins by inscriptions on tags attached to bags; their withdrawal is processed in the same manner.
Cash money received from financial credit organizations into the National Bank of Tajikistan is subject to mandatory control counting and is formed in the established manner.
- All cash money accepted during the operational day must be recorded in the operational cashiers of the Central Repository and regional offices of the National Bank of Tajikistan and posted to the corresponding client accounts on the same day.
- The main tasks of the National Bank of Tajikistan in organizing cash money circulation and client cash services are:
- preservation of cash money and valuables in the emission fund and operational cashiers;
- timely and full crediting to client accounts of cash money received into the operational cashiers of the National Bank of Tajikistan;
- timely fulfillment of client requests for withdrawal of cash money;
- organization of the most rational circulation of cash money to reduce operational costs;
- control over the nominal composition of banknotes and coins in circulation corresponding to cash money circulation needs;
- control over the quality of cash money in circulation: sorting, expertise on the payment capacity of banknotes and coins received into the cash offices of the National Bank of Tajikistan;
- control over the acceptance and exchange of cash money with damages and obvious defects from enterprises for printing banknotes and minting coins;
- compliance with the legislation of the banking system, requirements of this Instruction and other regulatory legal acts of the National Bank of Tajikistan.
Chapter 3. Procedure for Storage and Accounting of Cash Money and Other Valuables
- Operational cashier cash money and other valuables are stored in specially equipped rooms – vaults, and are under the responsibility of officials responsible for the preservation of valuables of the National Bank of Tajikistan and financial credit organizations.
- If several vaults are equipped in the National Bank of Tajikistan or financial credit organizations, they must be numbered by applying sequential numbers.
- Inside vaults, cash money and other valuables are stored on metal racks divided into cells with grated doors, metal cabinets, special safes, parcels, containers, ATM cassettes and bags. Each metal rack divided into cells with grated doors, metal cabinets, special safes, trolleys are locked separately by the cashier head with a key. Keys to grated and metal cabinets, special safes, trolleys are stored separately in the vault in the cashier head's cabinet. Metal racks, metal cabinets, special safes, trolleys must be numbered by applying sequential numbers. In case of impossibility of storing cash money and other valuables in vaults on metal racks divided into cells with grated doors, metal cabinets, special safes, trolleys, containers, ATM cassettes, cash money and other valuables may be stored in packed bags.
- After verification by officials responsible for the preservation of valuables, cash money and other valuables placed in them are locked by the cashier head with a key.
- Temporary transfer of cash money and other valuables, metal seals, and vault keys from one official responsible for the preservation of valuables to another, caused by leave, business trips, illness and other reasons, is carried out by order of the management of the National Bank of Tajikistan and financial credit organizations, from the head of regional offices of the National Bank of Tajikistan - by written permission of the Chairman of the National Bank of Tajikistan or his deputies or head of the central apparatus of financial credit organizations.
- For each vault rack, metal racks with grated doors, special safes and trolleys where operational cashier cash money is stored, an inventory list is prepared at the end of the working day, indicating the date and balance amount for each denomination. Inventory lists are maintained and signed by the cashier head and stored on the racks together with cash money and other valuables or in a separate folder in the vault.
After each deposit or withdrawal of banknotes and coins from the operational cashier, officials responsible for the preservation of valuables must verify that the actual presence of valuables in the vault corresponds to the inventory data, taking into account deposited or withdrawn banknotes.
- Upon acceptance of cash money and valuables into vaults, officials responsible for the preservation of valuables must personally verify:
- banknotes - complete, incomplete and mixed bundles by the number of stubs by denomination and inscriptions on labels, coins - by inscriptions on tags attached to bags, integrity of the seal, lead seal and clarity of impression or dies;
- check, deposit and receipt books in intact packaging from the manufacturing enterprise or financial credit organizations by bundles without line-by-line counting;
- other valuables (in conditional or nominal valuation) individually or by line-by-line counting.
- In vaults, operational cashier cash money is stored in packages and bags from manufacturing enterprises for banknotes and coin minting, the National Bank of Tajikistan and financial credit organizations.
- Operational cashier cash money may be removed from vaults for control counting, sorting and audit in the counting room premises, or if no counting room exists in financial credit organizations - in the cashier's working office.
- Cash money and other valuables of each vault, as well as foreign currency and payment documents in foreign currency are accounted for in separate books 0482120 - "Vault Cash Valuables Accounting Book". Books are maintained by the cashier head.
- The correctness of entries and balances shown in books is certified daily by signatures of officials responsible for the preservation of valuables. Remarks and corrections in books are also certified by signatures of these officials.
- Before closing vaults, general balances of valuables for the beginning of the next operational day are recorded in book 0482120 – "Vault Cash Valuables Accounting Book" for each account. Books are kept by the cashier head during the day and in the vault at the end of the day.
- Before closing vaults, officials responsible for the preservation of valuables must directly in the vaults verify:
- presence of all valuables, books and documents subject to storage in vaults;
- whether balances of operational cashier cash money and other valuables correspond to accounting data and balances indicated in inventory lists and book 0482120– "Vault Cash Valuables Accounting Book";
- whether all metal cabinets, special safes and trolleys, containers, ATM cassettes, bags for transporting valuables are locked;
- whether all electrical appliances are turned off.
- The chief accountant and their substitute must verify balances of valuables recorded in book 0482120 - "Vault Cash Valuables Accounting Book" with the balance data of corresponding accounting accounts.
- Metal cabinets, special safes and trolleys, containers, ATM cassettes, bags used for transporting and storing valuables, after completing operations regardless of whether they contain valuables, must be locked. Inside vaults, except for daily cash documents, storage of other materials and documents not listed in book 0482120 is prohibited.
Chapter 4. Procedure for Opening and Closing Vaults
- Entry to the vault is permitted only to officials responsible for the preservation of valuables who possess keys and seals from the vault.
- Employees of the National Bank of Tajikistan and financial credit organizations may enter the vault only with permission from the head or deputy authorized to conduct cash money operations and only in the presence of officials responsible for the preservation of valuables. Employees not working in the National Bank of Tajikistan and financial credit organizations may enter the vault accompanied by officials responsible for the preservation of valuables based on management admission from the National Bank of Tajikistan and financial credit organizations.
- On working days, all vaults are subject to mandatory opening and visual inspection by officials responsible for the preservation of valuables, regardless of whether operations with valuables were performed. After that, they are closed and sealed in the manner set forth in paragraph 31 of this Instruction.
- On weekends, opening and closing of vaults is carried out based on an Order of the Chairman (or management of the Central apparatus) of the National Bank of Tajikistan and financial credit organizations.
- Vault doors with electronic locks controlled by a software-technical complex are not subject to sealing.
- Vault doors with electronic and mechanical locks having variable and fixed codes are equated to vault doors closing with keys. If no operations with cash money and other valuables are performed during the working day, they must be locked and sealed with wax.
During non-working hours, vault doors are locked and sealed with a wax seal by officials responsible for the preservation of valuables.
It is prohibited to leave keys in lock holes during operations with cash money and other valuables.
- At the end of the working day, vaults are closed with three keys and sealed by seals of three officials responsible for the preservation of valuables in the presence of a stationed police officer.
Keys to vaults must be located:
- first key - with the cashier head or responsible person substituting him;
- second key - with the head (deputy) of the Central Repository, regional offices of the National Bank of Tajikistan, financial credit organizations (Central apparatus and branches) or responsible person substituting him;
- third key - with the chief accountant or responsible person substituting him.
Seals are applied directly by officials responsible for the preservation of valuables over twine on a wooden board with recesses for seals in the following order from the twine node:
- first - cashier head or person substituting him;
- second - chief accountant or person substituting him;
- third - head (deputy) of the Central Repository, regional offices of the National Bank of Tajikistan, financial credit organizations (Central apparatus and branches) or responsible person substituting him.
Twine is intact, without knots, passed through the vault door ears such that the door cannot be opened without damaging the twine and seals. Only wax must be used for sealing vaults. The seal impression after sealing must be fully legible.
- In accepting the sealed vault, the stationed police officer signs in book 0482161 "Register of Opening, Closing and Sealing of Vaults, Fireproof Safes and Other Cash Storage Facilities" after pre-verifying seal impressions against their samples. Samples of seal impressions used for sealing vault doors are handed to security under receipt in journal 0482161 "Register of Opening, Closing and Sealing of Vaults, Fireproof Safes and Other Cash Storage Facilities".
- After the stationed police officer accepts and hands over the vault to security, the cashier head reports via communication means, personally or by established procedure, to the centralized Post Service control panel about the vault's readiness for arming the security alarm and receives confirmation that the vault alarm has been taken to the panel. Delegating these duties to other persons is prohibited.
In case of electronic security alarm, it is not necessary to report to the centralized Post Service control panel.
- Before opening vaults, officials responsible for the preservation of valuables verify in the presence of a stationed police officer that doors, locks, twine and seals are not damaged, as well as welded ears through which twine is passed, after which they sign in book 0482161 "Register of Opening, Closing and Sealing of Vaults, Fireproof Safes and Other Cash Storage Facilities" accepting from security the integrity of seal impressions by which vaults are sealed and sample seals.
The board with seals is removed by cutting one turn of twine. Seal impressions are destroyed after visual inspection of the vault by the cashier head.
- In case of damage to doors, locks, twine or seals, as well as in the presence of suspicions of an attempt to penetrate into the vault, immediately before its opening, the head of the Central Repository and regional offices of the National Bank of Tajikistan or head of a financial credit organization, representative of the (office) security department at the internal affairs body is called and an act is drawn up, signed by all officials responsible for the preservation of valuables, stationed police officer and security representative. Simultaneously, this is reported to the management of the National Bank of Tajikistan or Central apparatus of financial credit organizations and internal affairs bodies.
The board with seals is cut off in the presence of a stationed police officer, security representatives and internal affairs bodies.
- After opening the vault, it is necessary to ensure the integrity of walls, floor, ceiling, as well as rack doors and, in the absence of violations, seal impressions are destroyed. In case of doubt about the preservation of valuables, a check of valuables presence must be performed with an act drawn up. If the actual presence of valuables corresponds to accounting data, seal impressions are destroyed after signing the act. In case of discrepancies - the board with seal impressions is transferred to internal affairs bodies.
