Decree No. 2017-400 Establishing the Issuance of a New Range of Banknotes Denominated 100, 200, 500, 1,000, 2,000, 5,000, 10,000 and 20,000 Ariary by Banky Foiben'i Madagasikara
The Prime Minister of Madagascar, acting on the proposal of the Ministry of Finance and Budget, issues Decree No. 2017-400 to establish the issuance of a new range of banknotes denominated 100, 200, 500, 1,000, 2,000, 5,000, 10,000, and 20,000 Ariary by Banky Foiben'i Madagasikara. The decree schedules the release of higher denominations for July 2017 and lower denominations for September 2017, while confirming that previously issued notes retain their legal tender status until a subsequently fixed date. Enacting immediately upon radio or television broadcast publication, the decree mandates the Minister of Finance and Budget, the Minister of Communication and Institutional Relations, and the Central Bank Governor to ensure its execution.

<u>Article premier</u>: En vertu de la décision de son Conseil d’administration en date du 31 août 2016, Banky Foiben’i Madagasikara émettra une nouvelle gamme de billets de banque composée de 100 Ariary – 200 Ariary – 500 Ariary – 1 000 Ariary 2 000 Ariary – 5 000 Ariary – 10 000 Ariary et de 20 000 Ariary dont les caractéristiques sont fixées en annexe du présent décret. (Article 1: Pursuant to the decision of its Board of Directors dated August 31, 2016, Banky Foiben'i Madagasikara shall issue a new range of banknotes consisting of 100, 200, 500, 1,000, 2,000, 5,000, 10,000 and 20,000 Ariary, the characteristics of which are set out in the annex to this Decree.)
<u>Article 2</u>: L’émission de ces billets est fixée comme suit :
- billets de 2 000 Ariary, 5 000 Ariary, 10 000 Ariary et 20 000 Ariary courant juillet 2017, (banknotes of 2,000, 5,000, 10,000 and 20,000 Ariary effective July 2017,)
- billets de 100 Ariary, 200 Ariary, 500 Ariary et 1 000 Ariary courant septembre 2017. (banknotes of 100, 200, 500 and 1,000 Ariary effective September 2017.)
Banky Foiben’i Madagasikara fixera la date définitive d’émission de ces billets et émettra un avis relatif à cette disposition à l’endroit du public. (Banky Foiben'i Madagasikara shall set the final issuance date of these banknotes and issue a notice regarding this provision to the public.)
<u>Article 3</u>: Les anciens billets de 2 000 Ariary, 5 000 Ariary, 10 000 ariary émis suivant le décret n° 2003-781 du 8 juillet 2003, d’une part, et les billets de 100 Ariary, 200 Ariary, 500 Ariary et 1000 Ariary émis suivant le décret n° 2004-1040 du 23 novembre 2004, d’autre part, conserveront leur cours légal jusqu’à une date fixée ultérieurement par un décret. (Article 3: The previous banknotes of 2,000, 5,000 and 10,000 Ariary issued under Decree No. 2003-781 of July 8, 2003, on the one hand, and the banknotes of 100, 200, 500 and 1,000 Ariary issued under Decree No. 2004-1040 of November 23, 2004, on the other hand, shall retain their legal tender status until a date to be subsequently fixed by decree.)
<u>Article 4</u>: En raison de l’urgence, et conformément aux dispositions des articles 4 et 6 alinéa 2 de l’ordonnance n° 62-041 du 19 septembre 1962 relative aux dispositions générales de droit interne et de droit international privé, le présent décret entre immédiatement en vigueur dès sa publication par émission radiodiffusée ou télévisée, indépendamment de son insertion au Journal Officiel de la République. (Article 4: Due to urgency, and in accordance with Articles 4 and 6(2) of Ordinance No. 62-041 of September 19, 1962 regarding general provisions of domestic and private international law, this Decree shall enter into force immediately upon its publication by radio or television broadcast, independently of its insertion in the Official Journal of the Republic.)
<u>Article 5</u>: Le Ministre des Finances et du Budget, le Ministre de la Communication et des Relations avec les Institutions, le Gouverneur de Banky Foiben’i Madagasikara sont chargés, chacun en ce qui le concerne, de l’exécution du présent décret. (Article 5: The Minister of Finance and Budget, the Minister of Communication and Institutional Relations, and the Governor of Banky Foiben'i Madagasikara are each charged with executing this Decree within their respective areas of responsibility.)
