Decision on Data Collection and Dissemination of Compiled Statistics for the Monetary and Financial Sector, External Sector, Government Finance and Financial Accounts, and Public/Government Debt of Bosnia and Herzegovina

The Governing Board of the Central Bank of Bosnia and Herzegovina issued this Decision to mandate the collection and dissemination of comprehensive economic and financial statistics. It establishes detailed reporting obligations for various state institutions, financial entities, and international organizations regarding monetary, external, and government finance data. The Central Bank is required to compile and publish these statistics in accordance with international methodologies such as IMF GFSM 2014 and ESA 2010 to ensure accurate macroeconomic monitoring.

Based on Article 7, points b) and n), Article 64, paragraph 1, point c., and paragraph 3, Article 68, paragraphs 1 and 3, and Article 70 of the Law on the Central Bank of Bosnia and Herzegovina ("Official Gazette of BiH", No.: 1/97, 29/02, 8/03, 13/03, 14/03, 9/05, 76/06 and 32/07), the Governing Board of the Central Bank of Bosnia and Herzegovina, at its 8th session held on May 22, 2024, adopts

D E C I S I O N on the collection of data and dissemination of compiled statistics for the monetary and financial sector, external sector, government finance and financial accounts, and public/government debt of Bosnia and Herzegovina

PART ONE – INTRODUCTORY PROVISIONS

Article 1. (Subject of the Decision) This Decision prescribes the data on economic and financial developments (hereinafter: data) that the competent institutions of Bosnia and Herzegovina (hereinafter: BiH), the Federation of Bosnia and Herzegovina (hereinafter: FBiH), the Republika Srpska (hereinafter: RS), the Brčko District of Bosnia and Herzegovina (hereinafter: Brčko District) and cantons, commercial banks, insurance and reinsurance companies, microcredit organizations, leasing companies, investment funds, brokerage houses, stock exchanges, and other non-bank financial institutions, enterprises, foreign embassies, and international organizations located in BiH, are obliged to submit to the Central Bank of Bosnia and Herzegovina (hereinafter: Central Bank), for the purpose of producing statistics of the monetary and financial sector, statistics of the external sector, and statistics of government finance, financial accounts, and public/government debt.

PART TWO – DATA FOR MONETARY AND FINANCIAL SECTOR STATISTICS

Article 2. (Content of data for monetary and financial sector statistics) (1) Data for monetary and financial sector statistics, within the meaning of this Decision, include data in the area of statistics: monetary/banking sector, other non-bank financial sector (hereinafter: OFI sector), average active and passive weighted interest rates for new and existing transactions with corresponding amounts. (2) Data for the compilation of the monetary/banking and OFI sectors represent the status and structure of financial assets and liabilities of the monetary/banking sector and OFI sector for a specific period. (3) Data on interest rates on loans and deposits of the private enterprise and household sectors and their corresponding amounts represent interest rates and amounts for newly contracted transactions as well as for the status of certain categories of loans and deposits for a specific period.

Article 3. (Submission of data for monetary/banking sector statistics) (1) Data for monetary/banking sector statistics are submitted to the Central Bank by all banks in BiH, in the form of a balance sheet according to the International Monetary Fund (hereinafter: IMF) scheme, analytical data for each individual loan regarding receivables from all levels of government and funds in BiH, data on government sector deposits in BiH, banks' foreign exchange positions, loans to households by purpose, household deposits by maturity, loans with a currency clause, escrow accounts, and passive off-balance sheet items. (2) A selected number of banks, chosen based on a sample by asset size and placed loans, participate in the quarterly survey on banks' lending activities in BiH.

Article 4. (Submission of data for OFI sector statistics) (1) Data for OFI sector statistics in the form of a balance sheet, according to the IMF scheme, are submitted to the Central Bank by the following institutions in BiH: insurance and reinsurance companies, microcredit organizations, leasing companies, investment funds, brokerage houses, stock exchanges, and, as needed, other institutions from the OFI sector. (2) Institutions from paragraph (1) of this Article also submit balance sheets and income statements prepared in accordance with domestic legal regulations to the Central Bank.

Article 5. (Submission of data for interest rate statistics) (1) Data for interest rate statistics are submitted to the Central Bank by all banks in BiH, and relate to average weighted nominal interest rates on newly contracted and existing transactions, i.e., loans and deposits for the enterprise and household sectors on an annual basis, classified by currency structure, purpose, and loan volume. (2) Along with interest rates, banks also submit the corresponding amounts.

Article 6. (Submission of data for monetary and financial sector statistics) (1) Data for the purposes of performing tasks within the competence of the organizational unit for monetary and financial sector statistics are submitted internally by the organizational units of the Central Bank, as follows: the organizational unit competent for monitoring and analysis submits data on the purchase and sale of KM, data on mandatory reserves, exchange rate lists, foreign exchange reserves on a daily basis, the organizational unit competent for payment systems submits data on transactions in payment circulation and data on the number and amount of credit tranches by sector, the organizational unit competent for accounting and finance submits the balance sheet of the Central Bank, the report on the financial position of the Central Bank, monetary gold, and the currency structure of the Central Bank's foreign exchange reserves, the organizational unit competent for servicing external debt and relations of BiH with international financial institutions (IMF) submits IMF accounts on a net basis. (2) The organizational unit of the Central Bank competent for monetary and financial sector statistics collects and publishes data on securities turnover, data on market capitalization, and indices on stock exchanges in BiH.

Article 7. (Submission of data from banking agencies) Upon the request of the Central Bank, the entity banking agencies submit data from the balance sheets and income statements of commercial banks to align with the data held by the Central Bank.

PART THREE – DATA FOR EXTERNAL SECTOR STATISTICS

Article 8. (Content of data for external sector statistics) (1) Data for external sector statistics, within the meaning of this Decision, include data in the area of balance of payments (BoP) statistics, international investment position (IIP) statistics, total external debt (TED) statistics, direct investment (DI) statistics, portfolio investment statistics, international trade in services (ITSS) statistics, real and nominal effective exchange rate statistics (REER and NEER), statistics of BiH subsidiaries abroad (Outward FATS – OFATS), and other statistics from the external sector in accordance with adopted international methodologies, regulations, and guidelines. (2) Data for the compilation of the aforementioned statistics are from the categories of transactions and status of goods, services, primary and secondary income, capital and other transactions, as well as financial transactions and status in the areas of direct, portfolio, and other investments, financial derivatives, and reserve assets.

Article 9. (Submission of data for external sector statistics) Data for the production of external sector statistics are submitted to the Central Bank by: Ministry of Foreign Trade and Economic Relations of BiH – data collected from the Register of Business Entities of the Federation of Bosnia and Herzegovina, the Agency for Intermediary Information and Financial Services (APIF), and the Register of Business Entities of the Brčko District of Bosnia and Herzegovina regarding the registration of enterprises in FBiH, RS, and BD with non-resident ownership shares in basic capital – direct foreign investments in BiH, data on enterprises that have requested permission for the amount of funds from BiH abroad for the purpose of establishing enterprises – direct foreign investment outward; Ministry of Finance and Treasury of BiH – data on the withdrawal of credit and grant funds; Ministry of Foreign Affairs of BiH – data on the costs of BiH embassies abroad, salaries, and allowances for non-resident personnel; Ministry of Communications and Transport of Bosnia and Herzegovina – data on annual CEMT permits; Ministry of Security of BiH – Foreigners' Affairs Service – data on approved temporary stay of foreigners in BiH on the basis of education; Directorate of Indirect Taxation of BiH – data on non-monetary gold, on the import and export of goods for the framework of research for trade credits, on the bringing in and taking out of cash by natural and legal persons; Agency for Statistics of BiH – consumer price index, data on tourism – purpose of tourist arrivals, total number of nights and by country, data on international traffic, data on construction works abroad, data on commodity exchange, data on national health accounts, producer price index of industry, GDP, industry turnover index; Ministry of Human Rights and Refugees – data on the number of emigrants and destination country, work permits issued to foreigners; Agency for Identification Documents, Registration and Data Exchange of BiH (IDEEA) – registration and data exchange of BiH (number of produced travel documents); Directorate of Civil Aviation of BiH (BHDCA) – data on the traffic of BiH airports – international flights; Agency for Air Navigation Services in Bosnia and Herzegovina (BHANSA) – data on overflights, terminal services, radar image; Independent System Operator in BiH (NOS) – data on the transmission of electricity; Federal Ministry of Finance – data on registered external borrowing/approval of natural and legal persons from the Federation of BiH; Agency for Insurance Supervision of the Federation of BiH – data on the financial operations of insurance companies; Pension and Disability Insurance Institute of the Federation of BiH – data on pensions paid abroad; Federal Institute of Statistics – data on railway traffic, data on higher education, data on tourism (purpose of tourist arrivals, number of nights), data on construction works abroad; Financial-Information Agency of FBiH (FIA) – annual business indicators for business entities in FBiH, data from annual financial reports of business entities in FBiH (items of total capital, liabilities to abroad and receivables from abroad, data on business results, data on payments of ownership income (dividends) and other related items from the balance sheet and income statement); Securities Register of FBiH – data on non-resident ownership shares in the ownership structure of individual joint-stock companies, information on ownership takeovers; Railways of the Federation of Bosnia and Herzegovina – data on railway traffic; Ministry of Finance of the Republika Srpska – data on registered credit transactions with abroad; Institute of Statistics of the Republika Srpska – data on higher education, data on tourism (purpose of tourist arrivals, number of nights); Agency for Intermediary, Financial and Information Services of RS (APIF) – data from annual financial reports of business entities in RS (items of total capital, liabilities to abroad and receivables from abroad, data on business results of business entities, payments of ownership income and other related items from the balance sheet and income statement); Insurance Agency of the Republika Srpska – data on the financial operations of insurance companies in RS; Pension and Disability Insurance Fund of the Republika Srpska – data on pensions paid abroad; Central Securities Register of RS – data on non-resident ownership shares in the ownership structure of individual joint-stock companies, information on ownership takeovers; Railways of the Republika Srpska – data on railway traffic; Resident commercial banks – data on payment/collection in/from abroad, data on direct investments, data on basic and total capital, liabilities to abroad and receivables from abroad, data on business results and payments of ownership income; Other financial institutions (all financial institutions except banks) – data on direct investments, data on basic and total capital, liabilities to abroad and receivables from abroad, data on business results and payments of ownership income, Legal entities whose activity is in the field of international transport services, telecommunications and postal services, international insurance services, processing of goods in foreign ownership (lohn works), foreign trade relations, direct investments – submit data on the aforementioned services, on basic and total capital, liabilities to abroad, receivables from abroad, on business results and payments of ownership income; International organizations and foreign embassies on the territory of BiH – average number of foreign staff in BiH; Sarajevo Stock Exchange – data on the trading of shares and market price of shares of joint-stock companies with direct investment from abroad, information on ownership takeovers and information on dividend payments to shareholders; Banja Luka Stock Exchange – data on the trading of shares and market price of shares of joint-stock companies with direct investment from abroad, information on ownership takeovers and information on dividend payments to shareholders; Sarajevo International Airport – data on revenues from the sale of products on the foreign market and cleaning and maintenance services of aircraft; Banja Luka International Airport – data on revenues from the sale of products on the foreign market and cleaning and maintenance services of aircraft, Mostar Airport – data on revenues from the sale of products on the foreign market and cleaning and maintenance services of aircraft); Tuzla International Airport – data on revenues from the sale of products on the foreign market and cleaning and maintenance services of aircraft.

PART FOUR – DATA FOR GOVERNMENT FINANCE AND FINANCIAL ACCOUNTS STATISTICS AND PUBLIC/GOVERNMENT DEBT STATISTICS

Article 10. (Content of data for government finance and financial accounts statistics and public/government debt statistics) Data for the production of government finance and financial accounts statistics, within the meaning of this Decision, include data in the area of government finance statistics (GFS), data in the area of financial accounts (FA), and data in the area of public/government debt statistics, as follows: Data on budget execution, revenue and expenditure account, annual report on budget execution, balance sheet, cash flows, capital expenditures and financing, and the textual part of the report (annual level), Data on budget execution for all budget reporting units of central government and social security funds (quarterly level), Gross balance for reporting units of budget central government (quarterly and annual level), Data on the status of BiH external debt, committed funds, and servicing of external debt, Data on HOV, Data on government deposits at domestic banks, Data on loans to governments and social security funds at domestic banks (receivables of commercial banks), Data on government ownership shares, Data on revenues collected at the Unified Account of the Directorate of Indirect Taxation, as well as the distribution of funds from the Unified Account of the Directorate of Indirect Taxation to revenue recipients, Data on payments by final users of loans to the FBiH budget for servicing VD.

Article 11. (Submission of data for government finance and financial accounts statistics and public/government debt statistics) (1) Data for the compilation of government finance and financial accounts statistics and public/government debt statistics are submitted to the Central Bank by: Ministry of Finance and Treasury of BiH, Directorate of Indirect Taxation of BiH, Federal Ministry of Finance of FBiH, Ministry of Finance of RS, Department for Budget and Finance of the Brčko District, Cantonal Ministries of Finance, Health Insurance and Reinsurance Institute of FBiH, Federal Employment Institute of FBiH, Health Insurance Fund of RS, Employment Institute of RS, Employment Institute of BD, Health Insurance Fund of BD, Public Fund for Child Protection of RS, Solidarity Fund and Treatment of Children's Diseases and Injuries Abroad Fund of RS, Cantonal Health Insurance Institutes and Cantonal Employment Institutes, Fund for Professional Rehabilitation and Employment of Persons with Disabilities of FBiH, Fund for Professional Rehabilitation and Employment of Persons with Disabilities of RS, JP Autoceste FBiH, JP Ceste FBiH, JP Autoputevi RS, JP Putevi RS, JP Putevi Brčko BD, Sarajevo Stock Exchange SASE, Banja Luka Stock Exchange, Analytical review of commercial bank loans, Currency structure of loans to government for GFS, Report on investments by Raiffeisen OIF, Deposits of governments and social security funds. (2) Data for the compilation of government finance and financial accounts statistics are submitted in the form of financial reports of the institutions from paragraph (1) of this Article, on forms established by the competent ministries of finance. (3) Data from paragraph (2) of this Decision are used for the purpose of statistical compilation, in accordance with IMF GFSM 2014 and ESA 2010 methodologies.

PART FIVE – DATA COLLECTION

Article 12. (1) The Central Bank collects data from the second, third, and fourth parts of this Decision in accordance with the basic methodology for monetary and financial sector statistics, external sector statistics, government finance and public/government debt statistics of BiH, and the Regulation governing the method and deadlines for data collection and dissemination of statistical reports for monetary and financial sector statistics, external sector statistics, government finance and public/government debt statistics of BiH, which is adopted by the Central Bank. (2) The Central Bank submits the forms for data collection from paragraph (1) of this Article in electronic form or written form to the sources of statistical data mentioned in the text of this Decision.

PART SIX – COMPILATION AND DISSEMINATION OF STATISTICAL REPORTS

Article 13. (Dissemination of compiled statistical reports) The Central Bank, in accordance with this Decision, collects data and disseminates compiled statistical reports in the areas of: monetary and financial sector statistics, external sector statistics, government finance and financial accounts and public/government debt statistics.

Article 14. (Dissemination of compiled statistical reports in the area of monetary and financial sector statistics) (1) In the area of monetary and financial sector statistics, the Central Bank compiles and disseminates the following statistical reports: The tables of monetary/banking sector statistics are: Monetary aggregates, Monetary review, Balance sheet of the Central Bank of BiH, Foreign exchange reserves of the Central Bank of BiH, Purchase and sale of convertible mark, Average mandatory reserves, Mandatory reserves by calculation periods, Consolidated balance sheets of commercial banks of BiH, FBiH, and RS, Total loans and deposits, Sectoral, term, and currency structure of loans, Sectoral, term, and currency structure of deposits, Loans to households by purpose, Loans with a currency clause, Review of average middle exchange rates, Transactions in payment circulation, “Appendix 1SR – Balance Sheet of the Central Bank of BiH”, “Appendix 2SR – Balance Sheet of Commercial Banks in BiH”, “Appendix 7a – Analytics of loans to households by purpose with flows”, “Appendix 10a – Analytical review of commercial bank deposits”, and “Appendix 12a – Analytical review of commercial bank loans”. The tables of OFI sector statistics are: Balance sheet of other financial institutions in BiH, Balance sheet of insurance companies in BiH, Balance sheet of investment funds in BiH, Balance sheet of leasing companies in BiH, Balance sheet of microcredit organizations in BiH, Balance sheet of brokerage houses in BiH, Balance sheet of stock exchanges in BiH, Securities turnover on stock exchanges in BiH, Market capitalization and indices on stock exchanges in BiH, and “Appendix 4SR – Balance Sheet of Other Financial Institutions”. The tables of interest rate statistics are: Interest rates on loans to households in KM, Interest rates on loans to households in KM with a currency clause, Interest rates on revolving loans and credit cards for households, Interest rates on loans to non-financial enterprises in KM, Interest rates on loans to non-financial enterprises in KM with a currency clause, Interest rates on revolving loans and credit cards for non-financial enterprises, Interest rates on household deposits, Interest rates on deposits of non-financial enterprises, Amounts of loans to households in KM, Amounts of loans to households in KM with a currency clause, Amounts of revolving loans and credit cards for households, Amounts of loans to non-financial enterprises in KM, Amounts of loans to non-financial enterprises in KM with a currency clause, Amounts of revolving loans and credit cards for non-financial enterprises, Amounts of household deposits, Amounts of deposits of non-financial enterprises. (2) Financial Access Survey (FAS) report for the IMF on the availability of financial services in the country, (3) Currency Composition of Foreign Exchange Reserves (COFER) report for the IMF on the currency composition of the Central Bank's foreign exchange reserves, (4) Survey of Securities Held as Foreign Exchange Reserves (SEFER) report on the structure of securities that are part of the Central Bank's foreign exchange reserves.

Article 15. (Dissemination of compiled statistical reports in the area of external sector statistics) In the area of external sector statistics, the Central Bank compiles the following statistical reports: Quarterly statistical report on the Balance of Payments of BiH; Quarterly statistical report on the International Investment Position of BiH; Quarterly statistical report on the status of total external debt of BiH by creditor sectors, by debtor sectors, by instruments, by original maturity of borrowing, by currencies (foreign currency/domestic currency – denominated debt); Statistical report on the status of direct foreign investments in BiH for the previous year, including revisions of historical data by country, by NACE Rev2 classification of activities, by countries and areas of activities in accordance with NACE Rev2 classification, by type of direct investment (green field/takeover/...), direct investments by entity affiliation of invested capital by countries and by activities; Quarterly statistical report on flows of direct foreign investments in BiH by country, by NACE Rev2 classification of activities, direct investments by entity affiliation of invested capital by countries and by activities; Statistical report on the status of direct foreign investments from BiH for the previous year, including revisions of historical data by country, by NACE Rev2 classification of activities; Statistical report on flows of direct foreign investments from BiH for the previous year, including revisions of historical data by country and by NACE Rev2 classification of activities; Statistical report for the previous year, including revisions of historical data for the purposes of EU reporting on international trade in services by country and type of services in SDMX format; Statistical report for the previous year, including revisions of historical data for the purposes of UNCTAD reporting on international trade in services by country and type of services; Statistical report for the previous year, including revisions of historical data on international trade in services and direct investments for the purposes of CEFTA organization reporting; Monthly statistical report on nominal and real effective exchange rate; Monthly statistical seasonally adjusted report on external trade (for import/export of goods); Other statistical reports in the area of external sector statistics prescribed and defined by applied and adopted international standards and regulations.

Article 16. (Dissemination of compiled statistical reports in the area of government finance and financial accounts and public/government debt statistics) In the area of government finance and financial accounts and public/government debt statistics, the Central Bank compiles the following statistical reports: Quarterly consolidated report on operations of the central government of BiH in accordance with the IMF GFSM 2014 manual; Annual consolidated report on operations of the general government of BiH in accordance with the IMF GFSM 2014 manual; Quarterly report on the status of external debt; Monthly report on the servicing of external debt; Quarterly statistics on the status of public debt for the purposes of the World Bank and IMF; Set of tables in accordance with Eurostat's transmission program (ESA 2010 methodology):
