The Governor of the Central Bank of Tunisia issued Circular No. 2020-09 to authorize approved intermediaries to process advance foreign exchange transfers for residence expenses covering May and June 2020. This measure supports students and vocational trainees abroad facing the COVID-19 pandemic by allowing advance payments regardless of contrary provisions in prior circulars. The directive applies to existing beneficiary files and takes effect immediately upon publication.
Circular to Approved Intermediaries No. 2020-09 dated April 1, 2020 Subject: Transfers for Residence Expenses Related to Study and Vocational Training Abroad. The Governor of the Central Bank of Tunisia, Having reviewed the Foreign Exchange and Trade Code as promulgated by Law No. 18 of 1976 dated January 21, 1976, concerning the revision and codification of legislation on foreign exchange and trade, governing relations between Tunisia and foreign countries, as amended by subsequent provisions, particularly Decree No. 98 of 2011 dated October 24, 2011; And Law No. 35 of 2016 dated April 25, 2016, concerning the determination of the basic system of the Central Bank of Tunisia; And Order No. 608 of 1977 dated July 27, 1977, concerning the determination of the conditions for applying the Foreign Exchange and Trade Code as amended by subsequent provisions, particularly Government Order No. 1115 of 2019 dated December 3, 2019; And Central Bank of Tunisia Circular No. 10 of 1993 dated September 8, 1993, concerning transfers for study expenses abroad as amended by subsequent provisions; And Central Bank of Tunisia Circular No. 09 of 2007 dated April 12, 2007, concerning transfers for vocational training expenses abroad as amended by subsequent provisions; And the Opinion of the Compliance Committee No. 09 of 2020 dated April 1, 2020; Has decided the following: Article 1: In support of students and trainees abroad in addressing the COVID-19 pandemic crisis, and regardless of contrary provisions contained in the aforementioned Central Bank Circulars No. 10 of 1993 dated September 8, 1993, and No. 09 of 2007 dated April 12, 2007, approved intermediaries must, upon the beneficiary's request, execute advance transfers for residence expenses related to study and vocational training abroad concerning the months of May and June 2020, within the framework of files already filed with them in accordance with the provisions of the aforementioned circulars.
