Guideline No. 06-2021 of April 15 - Deposit Guarantee Fund: Annual Premium on Contributions of Financial Institutions Participating in the Deposit Guarantee Fund in Angola

Banco Nacional de Angola issued Guideline No. 06/2021 to set the annual premium at 0.08% for Banking Financial Institutions participating in Angola’s Deposit Guarantee Fund for 2021. The regulation defines the applicable scope, calculation methodology, and enforcement mechanisms governing these participating institutions. It further empowers Banco Nacional de Angola to resolve interpretative doubts and mandates sanctions for non-compliance under the Framework Law on Financial Institutions.

GUIDELINE NO. 06/2021 of April 15

SUBJECT: DEPOSIT GUARANTEE FUND

  • Annual Premium on Contributions of Financial Institutions Participating in the Deposit Guarantee Fund in Angola

Considering that Banco Nacional de Angola is responsible for setting, annually, the premium for the Deposit Guarantee Fund, as well as the minimum contribution to be made by the participating Institutions of said fund, in accordance with the provisions set forth in Article 4.º of Article 11.º of the Regulation annexed to Presidential Decree No. 195/2018 of August 22 and Guideline No. 01/2019, of January 11, respectively;

In accordance with the combined provisions of Presidential Decree No. 195/2018, of August 22, Article 69.º of Law No. 12/2015 of June 17 - Framework Law on Financial Institutions, and Article 51.º of Law No. 16/2010 of July 15 - Law on the Banco Nacional de Angola.

DETERMINE:

  1. Object This Guideline establishes the annual premium due by Banking Financial Institutions, hereinafter designated as "Participating Institutions" to the Deposit Guarantee Fund in Angola, hereinafter designated as "the Fund" and its respective annual contribution for the year 2021.

  2. Scope This Guideline applies to the Participating Institutions, as provided by Guideline No. 01/2019, of January 11, regarding the calculation for contributions by financial institutions participating in the Deposit Guarantee Fund in Angola.

  1. Annual Premium 3.1 For the purposes set forth in Article 6.º of the aforementioned Guideline, the annual premium is determined by Banco Nacional de Angola. 3.2 Without prejudice to the aforementioned subpoint, for the purposes of determining each Participating Institution's contribution, the annual premium to be in effect for 2021 is 0.08% (zero point zero eight percent).

  2. Doubts and Omissions Any doubts and omissions arising from the interpretation and application of this Guideline are resolved by Banco Nacional de Angola.

  3. Sanctions Non-compliance with the provisions of this Guideline constitutes an offense punishable in accordance with Law No. 12/2015 of June 17 - Framework Law on Financial Institutions.

  4. Entry into Force This Guideline enters into force on the date of its publication.
