The Financial Regulatory Authority of Egypt issued Board Decision No. 21 of 2023 to formally establish a ten-member Advisory Committee composed of capital market specialists and experts. This committee is mandated to provide expert opinions and strategic advice on developing market activities, upgrading operational frameworks, and strengthening regional and global competitiveness. The decision, effective upon issuance and published on the Authority’s website, applies existing operational rules from Board Decision No. 141 of 2017 and supersedes any conflicting provisions.
Regarding the Formation of the Advisory Committee in the Capital Market Sector
Having reviewed Law No. (10) of 2009 regulating supervision over non-banking financial markets and instruments;
Having reviewed Presidential Decree No. (192) of 2009 issuing the Basic Law of the Financial Regulatory Authority;
Having reviewed Board Decision No. (141) of 2017 regarding the formation of the Authority’s advisory committees by specialists
and experts, and its amendments;
Having reviewed the approval of the Board of Directors in its session held on 27/2/2023;
(Article One)
An advisory committee of specialists and experts in the capital market sector activity is formed to express opinions and provide advice to the Authority
regarding the development of activities, improvement of operational systems, and enhancement of regional and global competitive capabilities. Its composition shall be as follows:

The rules stipulated in Board Decision No. 141 of 2017 shall apply to the committee’s operational system.
(Article Two)
This decision shall be published on the Authority’s website, and shall take effect from its issuance date, with all contrary provisions repealed.
