The Astana International Financial Centre issued these rules to facilitate the safekeeping and settlement of Republic of Kazakhstan sovereign bonds within its jurisdiction. The framework establishes a Registrar to maintain the bond register and designates Central Securities Depositories to handle settlement, lending, and collateral management functions. These rules exempt the bonds from standard AIFC personal property regulations and ensure that title and settlement finality are governed by the laws of the applicable CSD.
