Ceilings on Interchange Fees Applicable to Payment System Participants

The Central Bank establishes updated service and interchange fee ceilings for transactions processed through the Instant Payments System, effective 1 May 2026. The regulation specifies percentage-based and fixed AZN tariffs across diverse transaction categories, including point-of-sale purchases, e-commerce, utility payments, and cash-out operations. It further delineates payer-receiver allocations among issuers, acquirers, intermediaries, and mobile operators to standardize cost distribution across payment system participants.
