Central Bank of Seychelles Circular on OFAC Sanctions

The Central Bank of Seychelles directs all local banks to immediately cease transactions with Power Anchor Ltd and initiate account closure proceedings for the entity. Financial institutions must also ensure compliance with recent U.S. Treasury OFAC sanctions targeting Iranian entities and prohibit further transactions with sanctioned parties. Banks holding existing Power Anchor Ltd accounts are required to submit all related account information directly to the Central Bank for record-keeping.

### OFAC Sanctions

In accordance to section 3(1) of the National Payments Systems Act (NPSA), 2014, banks are hereby directed to cease all transactions with Power Anchor Ltd and start proceedings to close the accounts of Power Anchor Ltd from their books. Moreover, banks should ensure that they do not conduct transactions with any entities subject to the U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) sanctions. This follows further sanctions by the US Treasury in relation to Iran.

Should banks hold accounts in the name of Power Anchor Ltd, all information pertaining to the accounts should be submitted to the Central Bank of Seychelles.
