Circular No. 22/2023: The Guideline for Implementing UN Security Council Resolutions

The Palestine Monetary Authority issued Circular No. 22/2023 to mandate all Palestinian banks to promptly implement the attached UN Security Council Resolutions Implementation Committee Guideline. The directive requires institutions to continuously monitor the Committee’s official website and document targeted financial sanctions without delay. Furthermore, banks must ensure relevant staff are informed and trained on the operational mechanisms for combating terrorist financing and weapons of mass destruction proliferation.

Subject: The Guideline for Implementing UN Security Council Resolutions

Attached is the Guideline approved by the Members of the UN Security Council Resolutions Implementation Committee regarding the implementation of UN Security Council resolutions. Accordingly, necessary actions are requested, including:

  1. Monitoring the official website of the UN Security Council Resolutions Implementation Committee, and working to document the application of targeted financial sanctions promptly and without delay.
  2. Informing and training relevant staff on the mechanism for implementing UN Security Council resolutions related to combating terrorist financing and the proliferation of weapons of mass destruction.
