Abstract: The drafting of the Financial Services Authority Circular (SEOJK) regarding Transparency and Publication of Conventional Commercial Bank Reports is driven by the need for regulations governing the implementation of Financial Services Authority Regulation (POJK) Number 18 of 2025 regarding Transparency and Publication of Bank Reports. The legal basis for this SEOJK is: POJK No. 18 of 2025. This SEOJK regulates the scope, format, and procedures for drafting, announcing, and submitting publication reports by conventional commercial banks, including branches of banks located outside the country. Publication Reports are reports announced to the public and/or submitted to the Financial Services Authority, with announcement and submission procedures in accordance with regulations set by the Financial Services Authority. This SEOJK also regulates transitional provisions regarding the deadline for announcing financial Publication Reports and financial performance information, as well as Publication Reports on risk exposures and capital, in accordance with Financial Services Authority Circular Number 9/SEOJK.03/2020 regarding Transparency and Publication of Conventional Commercial Bank Reports. The format of Publication Reports as stated in the Appendix of this SEOJK constitutes the minimum standard that Banks must fulfill. In the event that there are accounts with material amounts according to financial accounting standards that are not included in the format of such Publication Reports, the Bank may add and present such accounts separately.
Note: This SEOJK takes effect on February 9, 2026. This SEOJK was established on November 26, 2025. This SEOJK applies to conventional commercial banks, including branches of banks located outside the country. For conventional commercial banks that have Sharia business units, reference shall be made to this SEOJK and Financial Services Authority regulations regarding transparency and publication of reports for Sharia commercial banks and Sharia business units. Publication Reports are presented in the Indonesian language and may be supplemented with foreign languages, and must contain the same information. In the event of discrepancies in information between the two, the information presented in the Indonesian language shall be used as the reference. The format of the executive officer's statement letter, the format of the statement letter of members of the Board of Directors and members of the Board of Commissioners, as well as guidelines for drafting financial publication reports and financial performance information, publication reports on risk exposures and capital, publication reports on material information or facts, publication reports on base credit interest rates, and other publication reports are regulated in the Appendix of this SEOJK. Upon the commencement of this SEOJK, the provisions as referred to in: a. Financial Services Authority Circular Number 9/SEOJK.03/2020 regarding Transparency and Publication of Conventional Commercial Bank Reports; b. Roman VI number 4 and Appendix D of Financial Services Authority Circular Number 24/SEOJK.03/2021 regarding Risk-Weighted Asset Calculation for Credit Risk Using the Standard Approach for Commercial Banks; c. Roman IV number 4 and Appendix E of Financial Services Authority Circular Number 23/SEOJK.03/2022 regarding Risk-Weighted Asset Calculation for Market Risk for Commercial Banks; d. Roman IV number 5 of Financial Services Authority Circular Number 6/SEOJK.03/2020 regarding Risk-Weighted Asset Calculation for Operational Risk Using the Standard Approach for Commercial Banks; e. Roman IV number 4 and Appendix C of Financial Services Authority Circular Number 16/SEOJK.03/2023 regarding Capital Calculation for Bank Exposures to Central Counterparty Institutions; and f. Roman IV of Financial Services Authority Circular Number 40/SEOJK.03/2016 regarding the Implementation of Governance in Providing Remuneration for Commercial Banks, are repealed and declared invalid.
