The President of the Republic, upon proposal by the Vice-Prime Minister for Economy, Finance and Budget, issued Decree No. 2002-024 to formally abolish the appointment of the Director General of the Central Bank of Madagascar. The decree mandates immediate legal effect through radio, television, and public posting, bypassing standard Official Journal publication due to urgency. Accordingly, the Vice-Prime Minister for Economy, Finance and Budget is charged with executing the decree and ensuring its prompt implementation.
DECREE No. 2002-024 of March 18, 2002 Abolishing the Appointment of the Director General of the Central Bank of Madagascar (JORM, March 25, 2002, p. 1046) The President of the Republic, Having regard to the Constitution and subsequent texts, Having regard to Law No. 94-004 of June 10, 1994 establishing the statutes of the Central Bank, Having regard to Decree No. 2002-001 of February 26, 2002 appointing the Prime Minister, Head of Government, Having regard to Decrees No. 2002-002 of February 28, 2002 and No. 2002-003 of March 4, 2002 appointing the members of the Government, Having regard to Decree No. 96-457 of June 27, 1996 appointing the Director General of the Central Bank of Madagascar, On proposal from the Vice-Prime Minister in charge of Economy, Finance and Budget, In Council of Ministers, Decrees: Article 1 – The provisions of Decree No. 96-457 of June 27, 1996 appointing the Director General of the Central Bank of Madagascar are and remain abolished. Art. 2 – The Vice-Prime Minister in charge of Economy, Finance and Budget is responsible for the execution of this decree which, due to urgency and in accordance with Article 6 of Ordinance No. 62-041 of September 19, 1962 relating to the general provisions of domestic law and private international law, enters into force immediately upon publication by radio broadcast, television broadcast, and posting, independently of its insertion in the Official Journal of the Republic.
