Decision on Payment System Reporting to the Central Bank of Montenegro

The Council of the Central Bank of Montenegro issued this Decision to mandate quarterly reporting from domestic payment service providers and electronic money issuers. The regulation requires these entities to submit specific data templates covering transaction volumes, card usage, and account statistics via electronic submission within fifteen days of each quarter. These reports enable the Central Bank to monitor the national payment system and the utilization of payment instruments across Montenegro.

1 Unofficially consolidated translation DECISION ON PAYMENT SYSTEM REPORTING TO THE CENTRAL BANK OF MONTENEGRO (OGM 082/17 of 08 December 2017, 107/20 of 04 November 2020, 010/26 of 03 February 2026, 047/26 of 3 April 2026) Article 1 This Decision specifies reporting entities, content, manner and deadlines for the submission of payment system data to the Central Bank of Montenegro (hereinafter: the Central Bank). The Central Bank shall collect and process data under paragraph 1 above for the purpose of monitoring payment system, including the use of payment instruments in Montenegro. Article 2 Payment system data shall be submitted to the Central Bank in accordance with reports specified herein. Article 3 Reporting entities under this Decision shall be the specified providers of payment service (hereinafter: payment service providers) and electronic money issuers (hereinafter: e-money issuers), as follows:

  1. banks and other credit institutions having their head office in Montenegro;
  2. payment institutions having their head office in Montenegro;
  3. electronic money institutions having their head office in Montenegro;
  4. branches of third-country credit institutions having their head office in Montenegro. Article 4 Payment service providers and/or e-money issuers shall submit the reports specified herein to the Central Bank using the forms annexed hereto and making an integral part hereof. Annex 1 hereof provides definitions of individual terms used in the forms and Annex 2 presents individual reporting forms. The Central Bank may, if needed, provide clarifications and guidelines for filling in positions in the reporting forms referred to in paragraph 1 above. Article 5 Payment service providers and/or e-money issuers shall submit the following reporting templates to the Central Bank:
  5. Report on the number of users and accounts by the payment service type and outstanding value on e-money storages (Template BKRPUNV);
  6. Report on the number of payment cards issued (Template BIPK);
  7. Report on the status of payment cards issued (Template SIPK);
  8. Report on the number of acceptance devices (Template BUPPK);
  9. Report on the number of acceptance devices per municipality (Template BUPPK-1);
  10. Report on the number and value of national payment transactions by the payment service type (Template BVNPTPU);
  11. Report on the number and value of international payment transactions by the payment service type (Template BVMPTPU);
  12. Report on the number and values of payment transactions using payment cards and e-money (Template BVPTPKEN);
  13. Report on card transactions by the terminal type (Template BVTPTVT);

2 10) Report on the number and value of payment transactions by authentication method used (Template BVPTKA); 11) Report on the number and value of payment transactions executed without a payment order (Template BVTBNP) 12) Report on the number of cash deposits and cash withdrawals (Template BVUIGN). Article 6 Payment service providers and/or e-money issuers shall submit the reports referred to in Article 5 herein to the Central Bank on quarterly basis, no later than 15 days following the reporting quarter date. Article 7 Payment service providers and/or e-money issuers shall submit the data required under this Decision in electronic form and, if requested by the Central Bank, in hard copy as well. Article 8 The reporting obligation of payment system operators shall be determined upon the establishment of payment systems other than those operated by the Central Bank. Article 8a Payment service providers shall submit the first report using the templates prescribed by the Decision Amending the Decision on Payment System Reporting to the Central Bank of Montenegro (OGM 10/26) within the deadline prescribed for the submission of reports for the second quarter of 2026.
