The National Bank of Angola, via Governor José de Lima Massano, issued Notice No. 03/2014 to amend the maximum threshold for advance foreign exchange payments on imported, exported, and re-exported goods. This regulatory change increases flexibility for economic agents by permitting advance payments up to 30,000,000 kwanzas (Kz) per transaction. The amended provision modifies Article 11 of Notice No. 19/2012 and takes effect immediately upon publication on August 7, 2014.

NOTICE NO. 03/2014

AMENDMENT TO THE TEXT OF POINT 1 OF ARTICLE 11 OF NOTICE NO. 19/2012, OF APRIL 25, REGARDING THE SETTLEMENT OF FOREIGN EXCHANGE OPERATIONS FOR IMPORT, EXPORT AND RE-EXPORT OF GOODS.

Whereas the rules and procedures to be observed in carrying out foreign exchange operations for the payment of imports, exports, and re-exports of goods were established by Notice No. 19/2012, of April 25;

Whereas it is necessary to grant greater flexibility to economic agents in carrying out transfers and payments for goods abroad, through the redefinition of the maximum amount allowed for advance payments;

Therefore, and under the combined provisions of paragraph 2 of Article 28 of Law No. 5/97, of June 27, Foreign Exchange Law, and Article 40 of Law No. 16/10, of July 15, Law of the National Bank of Angola;

I DETERMINE:

Article 1. (Amendment to the text of point 1 of Article 11 of Notice No. 19/2012, of April 25)

The text of paragraph 1 of Article 11 of Notice No. 19/2012, of April 25 is amended to read as follows:

Advance payments are permitted when the transaction value does not exceed the equivalent of Kz 30,000,000.00 (thirty million kwanzas).

Article 2. (Entry into force)

This Notice enters into force on the date of its publication.
