Directive No. 09/DSP/DIF/2019, dated October 29

GOVERNOR DIRECTIVE NO. 09/DSP/DIF/2019 ORIGIN: Payment Systems Department (DSP) Financial Inclusion Department (DIF)

DATE 29/10/2019 SUBJECT: Statistical Information on Mobile Payment Services WHEREAS it is necessary to align the reporting deadlines to the National Bank of Angola (BNA) for statistical information regarding Mobile Payment Services provided by Financial Institutions; WHEREAS it is appropriate to monitor and oversee Financial Market Infrastructures, as well as the regular functioning of payment subsystems and services provided by their Providers, aiming to fulfill public interest objectives, as established in Article 6 of Law No. 05/05 dated July 29, the Payment Systems Act of Angola, and in Article 96 of Law No. 12/15 dated June 17, the Basic Act on Financial Institutions; This Directive hereby establishes the following:

  1. Statistical information on mobile payment services must be submitted to the National Bank of Angola by the 4th day of the month following the reporting period, via the email addresses oversight.dsp@bna.ao and Div_Aval_Impacto@bna.ao.
  2. The statistical information to be reported under the preceding number must comply with an Excel file format, using spaces as thousands separators and commas as decimal separators.
  3. The aforementioned information must comply with Annex I "Detailed Monthly Mobile Payments Report", which forms an integral part of this Directive.
  4. Violation of the provisions established by this Directive constitutes a prescribed and punishable offense, in accordance with Law No. 05/05 dated July 29 – the Payment Systems Act of Angola, and Law No. 12/15 dated June 17, the Basic Act on Financial Institutions.
  5. Doubts and omissions arising from the interpretation of this Directive are resolved by the Payment Systems and Financial Inclusion Departments of the National Bank of Angola, for appropriate clarification or support, which may use the email addresses oversight.dsp@bna.ao and Div_Aval_Impacto@bna.ao for this purpose.
  6. All regulations contrary to this Directive are hereby revoked, notably the Letter-Circular 31/DSP/2019 on Statistical Information for Mobile Payments.
  7. This Directive enters into force immediately.
