Central Bank of Brazil Instruction Normative No. 717 — Procedures for Registering Value Transfers to International Organizations

The Central Bank of Brazil issued Instruction Normative No. 717 to establish mandatory procedures for Brazilian financial institutions to register value transfers destined for international organizations' accounts held at the central bank. The regulation requires the use of specific SLB messages, mandates that transactions be denominated in Brazilian reais with automatic conversion by the BCB, and restricts processing to business hours on business days. CENTRAL BANK OF BRAZIL INSTRUCTION NORMATIVE NO. 717, OF MARCH 24, 2026

Establishes the procedures for the registration of value transfers carried out by Brazilian financial institutions destined for the credit of accounts of international organizations maintained at the Central Bank of Brazil (BCB).

The Head of the Department of International Affairs (Derin), in the exercise of the powers conferred upon him by item "a" of paragraph I of Article 23 and item "a" of paragraph II of Article 76 of the Internal Regulations of the Central Bank of Brazil (BCB), approved by Resolution BCB No. 340, of September 21, 2023,

R E S O L V E S:

Article 1. Value transfers destined for accounts of International Organizations maintained at the Central Bank of Brazil shall observe the provisions of this Instruction Normative.

Sole Paragraph. Brazilian financial institutions that, on their own behalf or on behalf of clients, carry out value transfers destined to credit the accounts referred to in the caput of this Article are subject to the regime of this Instruction Normative.

Article 2. The transfers referred to in this Instruction Normative must be registered through Message SLB0007 - "Request for Payment to the Central Bank of Brazil", in accordance with specifications contained in the Catalog of Services of the National Financial System.

Sole Paragraph. In contingency situations, as defined by the Central Bank, the transfer of values from financial institutions to the accounts of international organizations maintained at the BCB must be carried out through message SLB0001 – "Information of Posting due by the participant".

Article 3. For the purpose of preparing the SLB messages referred to in Article 2, the Brazilian financial institution must observe the parameters established in the Catalog of Services of the National Financial System, as well as the following additional criteria:

I - the field "CNPJ Conveniado" must be filled with the CNPJ of the client sending the resources to the international organization or, in the case of an operation of the financial institution itself, remain blank;

II - the field "SLB Purpose" must indicate, mandatorily, the international organization receiving the values, according to the list contained in Annex I;

III - registration of operations with future maturity dates is not permitted.

Article 4. The values registered by Brazilian financial institutions under this Instruction Normative must be expressed in Brazilian reais.

§ 1. If the account maintained by the international organization at the BCB is denominated in a currency other than the real, the BCB will carry out the conversion and credit the corresponding value.

§ 2. In the case provided for in § 1, the last selling quote of the PTAX published up to the moment of the registration of the operation, among the opening and intermediate quotes, shall be used; the use of the closing quote is prohibited.

Article 5. The registration of value transfers must be carried out from 9:00 a.m. to 5:00 p.m., Brasília time, on business days.

Article 6. This Instruction Normative enters into force on April 6, 2026.
