The Prudential Supervision and Resolution Authority (ACPR) has declared compliance with the European Banking Authority's guidelines on anti-money laundering and counter-terrorist financing policies for financial service access. These guidelines, applicable from November 3, 2023, mandate that all supervised credit institutions and financial entities take all necessary measures to ensure adherence. The scope of application is further extended to other entities under ACPR supervision as defined in the Monetary and Financial Code.
NOTICE Implementation of the European Banking Authority (EBA) Guidelines on policies and controls aimed at the effective management of risks of money laundering and terrorist financing (AML/CFT) when providing access to financial services (EBA/GL/2023/04) The Prudential Supervision and Resolution Authority (ACPR) has declared compliance with the European Banking Authority (EBA/GL/2023/04) guidelines on policies and controls aimed at the effective management of money laundering and terrorist financing risks (AML/CFT) when providing access to financial services. The guidelines are annexed to this notice. These guidelines are applicable from 3 November 2023, by all credit institutions and financial institutions defined in paragraphs 1 and 2 of Article 3 of Directive (EU) 2015/849 of the European Parliament and of the Council of 20 May 2015 and subject to the supervision of the ACPR, which must do everything in their power to comply with them, in accordance with the provisions of Article 16 of Regulation (EU) No 1093/2010 of the European Parliament and of the Council of 24 November 2010 establishing the European Banking Authority. The scope of these guidelines is furthermore extended to all other entities mentioned in Article L. 561-2 of the Monetary and Financial Code falling under the supervision of the ACPR.
