Procedural Guidelines for Administering Application and Issuance of Certificates of Origin
The Ministry of Finance, Trade and the Blue Economy, in collaboration with the Seychelles Revenue Commission, establishes standardized procedures for exporters to obtain and validate Certificates of Origin under preferential trade agreements including COMESA, SADC, IOC, iEPA, and GSP. The guidelines mandate one-time exporter registration with the Customs Division, designate authorized issuance offices, and specify documentation retention periods ranging from three to five years depending on the trade regime. Additionally, the document outlines precise requirements for completing certificates, processing fees, and procedures for retrospective issuance, cancellation, and duplicate replacements to ensure seamless tariff preference eligibility.
