Summary :
The amendment in this Circular Letter has been made for:
Accommodating the regulations related to the implementation of the Bank Indonesia-Scripless Securities Settlement System Information System (BI-SSSS Information System) by, among others, as follows:
adding the definition of BI-SSSS Information;
deleting the obligation of the Sub-Registry to submit the report on the change of status and/or type of customer possessing the Commercial Paper;
in the event that a Daily Report cannot be submitted by the Sub-Registry through BI-SSSS, the report can be submitted through BI-SSSS Information System by giving a prior written notice to Bank Indonesia together with an explanation of the failure to submit the report through BI-SSSS.
adding the obligation to submit the report on the results of Commercial Paper issuance transaction and buyback/debt switching transactions not conducted through BI-SSSS on the same day of the transaction settlement date;
adding the regulation that in the event of any error in the Daily Report and the report on the results of Commercial Paper issuance transaction and buyback/debt switching transactions not conducted through BI-SSSS, the Sub-Registry shall make the corrections through BI-SSSS Information System;
making daily reconciliation between the settlement data reported to the Central Registry and the transaction settlement data in the Sub-Registry to guarantee the truth of the report data submitted to the Central Registry; and
adding the regulation related to the requirements for the use of BI-SSSS Information System and the management of BI-SSSS Information System users.
Accommodating the provisions of Government Regulation No. 27/2008 regarding Income Tax on SPN Discount and Regulation of the Minister of Finance No. 63/PMK.03/2008 regarding the Procedures for the Deduction of Income Tax on SPN Discount by deleting the duty of the Sub-Registry to take the evidence of Final Income Tax (PPh) collection to Bank Indonesia.
Amendment to Attachment 3 of the Guidelines on the Submission of Reports of Sub-Registry through BI-SSSS for accommodating the regulations in relation to:
customer data maintenance (including the addition/registration of new customer data, changes/corrections of customer data and deletion of customer data) in ST Client and/or BI-SSSS Information System;
the procedures for the submission of reports of the Sub-Registry through ST Client and BI-SSSS Information System; and
the procedures for making report corrections through BI-SSSS Information System.
The amendment to the provisions of the Circular Letter shall be effective as from May 18, 2009.
