Circular No. 66/2025: Decisions on Dissolution and Cancellation of Registration of Charitable Associations and Civil Society Bodies

Subject: Decisions on the dissolution and cancellation of registration of charitable associations and civil society bodies
Attached is a letter from Mr. Ishtar Hiaylana - Director General of the General Administration of Non-Governmental Organizations and Public Affairs at the Ministry of Interior, No. (6335), regarding decisions on the dissolution and cancellation of registration of specific charitable associations and civil society bodies in the governorates of (Tulkarm, Jerusalem, Tubas, Ramallah, Hebron, and Gaza). Accordingly, the necessary legal measures are requested to be taken regarding this matter, and the Market Discipline Department is to be provided with the procedures taken regarding this matter within three working days from its date, including the financial centers for the accounts of these associations.

Decision No. (36) of the year 2025 AD
Based on the powers granted to us under the Charitable Associations and Civil Society Bodies Law No. (1) of the year 2000 AD, and the Executive Bylaws thereof, and in pursuit of the public interest and its preservation, it is decided as follows:
First: Dissolution of the Al-Khalij Educational and Pedagogical Charitable Association - Gaza Governorate, registered with us on 28/10/2006 under No. (7629), for the following reasons:
- The General Assembly of the Association did not hold its annual meeting, contrary to Article (23) of the aforementioned Associations Law.
- Failure to submit financial and administrative reports for the years (2022-2023) to the competent authority, contrary to Article (13) of the aforementioned Associations Law and Article (41) of the Bylaws.
- For the aforementioned violations, and in accordance with Article (37) of the aforementioned Associations Law, a written warning was issued to the aforementioned Association on 28/10/2024 under outgoing dispatch No. (10215) addressed to the aforementioned Association to rectify its legal status within three months.
- Despite receiving the permit on 2025/4/17 and its expiry on 2025/7/17, it did not rectify its legal status.
- For the aforementioned violations, and to conclude the warning period without the aforementioned Association rectifying its legal status, this decision was issued based on Article (37) of the aforementioned Associations Law.
Second: The aforementioned Association is subject to the liquidation procedures stipulated in Article (39) of the aforementioned Associations Law.

Based on the powers granted to us under the Charitable Associations and Civil Society Bodies Law No. (1) of the year 2000 AD, and the Executive Bylaws thereof, and in pursuit of the public interest and its preservation, it is decided as follows:
First: Dissolution of the Yatta Ladies Charitable Association - Hebron Governorate, registered with us on 23/9/2000 under No. (HB-422-C), for the following reasons:
- The General Assembly of the Association did not hold its annual meeting, contrary to Article (23) of the aforementioned Associations Law.
- Failure to submit financial and administrative reports for the years (2015-2016-2017-2018-2019-2020-2021-2022-2023) to the competent authority, contrary to Article (13) of the aforementioned Associations Law and Article (41) of the Bylaws.
- For the aforementioned violations, and in accordance with Article (37) of the aforementioned Associations Law, a written warning was issued to the aforementioned Association on 12/12/2024 under outgoing dispatch No. (12136) addressed to the aforementioned Association to rectify its legal status within three months.
- Despite receiving the permit on 2024/12/23 and its expiry on 2025/3/23, it did not rectify its legal status.
- For the aforementioned violations, and to conclude the warning period without the aforementioned Association rectifying its legal status, this decision was issued based on Article (37) of the aforementioned Associations Law.
Second: The aforementioned Association is subject to the liquidation procedures stipulated in Article (39) of the aforementioned Associations Law.

Based on the powers granted to us under the Charitable Associations and Civil Society Bodies Law No. (1) of the year 2000 AD, and the Executive Bylaws thereof, and in pursuit of the public interest and its preservation, it is decided as follows:
First: Cancellation of registration of the Al-Ittihad Sports Club Body - Ramallah and Al-Bireh Governorate, registered with us on 6/8/2019 under No. (RA-221041-S), for the following reasons:
- The aforementioned Association has not engaged in any activities or any notable actual work since its registration.
- For the aforementioned violations, and in accordance with Article (37) of the aforementioned Associations Law, a warning was issued to the aforementioned Association on 3/11/2022 under outgoing dispatch No. (12728) addressed to the Association to rectify its legal status within three months.
- Despite receiving the permit on 7/12/2022 and its expiry on 7/3/2023, where it was sent to the address fixed in the Association's Bylaws, it did not rectify its legal status.
- For the aforementioned violations, and to conclude the warning period without the aforementioned Association rectifying its legal status, this decision was issued based on Article (37) of the aforementioned Associations Law.

First: Cancellation of registration of the Arab Water Charities Network Charitable Association - Ramallah and Al-Bireh Governorate, registered with us on 22/12/8 under No. (RA-2220014-EN), for the following reasons:
- The aforementioned Association has not engaged in any activities or any notable actual work since its registration.
- For the aforementioned violations, and in accordance with Article (37) of the aforementioned Associations Law, a warning was issued to the aforementioned Association on 3/3/2024 under outgoing dispatch No. (2058) addressed to the Association to rectify its legal status within three months.
- Despite receiving the permit on 9/3/2024 and its expiry on 9/6/2024, where it was sent to the address fixed in the Association's Bylaws, it did not rectify its legal status.

First: Cancellation of registration of the Palestine Forum Charitable Association - Ramallah and Al-Bireh Governorate, registered with us on 2/11/2008 under No. (RA-22600-SD), for the following reasons:
- The aforementioned Association has not engaged in any activities or any notable actual work since its registration.
- For the aforementioned violations, and in accordance with Article (37) of the aforementioned Associations Law, a warning was issued to the aforementioned Association on 8/9/2022 under outgoing dispatch No. (10211) addressed to the Association to rectify its legal status within three months.
- Despite receiving the permit on 13/9/2022 and its expiry on 13/12/2022, where it was sent to the address fixed in the Association's Bylaws, it did not rectify its legal status.
- For the aforementioned violations, and to conclude the warning period without the aforementioned Association rectifying its legal status, this decision was issued based on Article (37) of the aforementioned Associations Law.

First: Dissolution of the Palestinian-Korean Friendship and Cooperation Charitable Association - Ramallah and Al-Bireh Governorate, registered with us on 11/6/2008 under No. (RA-22567-B), for the following reasons:
- The General Assembly of the Association did not hold its annual meeting, contrary to Article (23) of the aforementioned Associations Law.
- Failure to submit financial and administrative reports for the year (2018) to the competent authority, contrary to Article (13) of the aforementioned Associations Law and Article (41) of the Bylaws.
- For the aforementioned violations, and in accordance with Article (37) of the aforementioned Associations Law, a written warning was issued to the aforementioned Association on 4/3/2020 under outgoing dispatch No. (2658) addressed to the aforementioned Association to rectify its legal status within three months.
