Production and Transmission of Documents to the National Bank of Djibouti - Circular No. 01/BCD/99

The Central Bank of Djibouti issued Circular No. 01/BCD/2012 to establish the precise modalities and deadlines for credit institutions to transmit periodic prudential and accounting statements. The regulation mandates submission via paper or electronic media, enforces a 25,000 Djiboutian Franc daily fine for late or non-compliant filings, and requires data to meet strict reliability and confidentiality standards. It supersedes the previous 1999 circular and organizes reporting obligations into weekly, monthly, bimonthly, quarterly, and annual schedules aligned with specific statutory models.

Banque Centrale de Djibouti CIRCULAR NO. 01/BCD/2012 SETTING THE MODALITIES AND DEADLINES FOR TRANSMISSION OF PERIODIC STATEMENTS TO THE CENTRAL BANK

In accordance with Article 44 of Law No. 119/AN/05 (Second Reading) relative to the establishment and supervision of credit institutions and financial auxiliaries, the Central Bank of Djibouti (BCD) hereby sets by this Circular the modalities and deadlines for transmitting prudential and accounting statements of credit institutions.

In this context, we wish to remind you that the Central Bank of Djibouti must not only analyze the statements, reports, and any other documents received from credit institutions but also respect its commitments to international institutions through periodic statistical data transmitted to the IMF.

The documents will be transmitted to the Central Bank of Djibouti both on paper and electronic media in accordance with Article 44 of the aforementioned Law.

Credit institutions must implement all means to guarantee the confidentiality of the data they transmit to the Central Bank of Djibouti.

Credit institutions that do not respect the deadlines for communicating documents, information, and explanations required by the Central Bank of Djibouti pursuant to Articles 44 and 45 of the aforementioned Law, are subject to a fine of 25,000 Djiboutian Francs per day of delay or infraction, starting from the expiration of the prescribed deadlines.

Likewise, documents transmitted by credit institutions to the Central Bank of Djibouti must meet reliability requirements, failing which sanctions provided for in Article 62 of the aforementioned Law will apply.

The schedule for transmitting documents to the Central Bank of Djibouti is as follows:
