Circular to Banks No. 2026-01 of January 5, 2026

The Governor of the Central Bank of Tunisia issued Circular No. 2026-1 to amend banking conditions by repealing and replacing the first paragraph of Article 36 of Circular No. 91-22, which sets the interest rate on savings (TRE) at a fixed annual rate of 6%. This regulatory update, based on the Board of Directors' December 2025 resolutions and compliance committee opinion, takes effect as of January 2, 2026. The directive directly standardizes savings remuneration across Tunisian banks to align with current monetary policy frameworks.

The Governor of the Central Bank of Tunisia, Having regard to Law No. 2016-35 of April 25, 2016, establishing the status of the Central Bank of Tunisia, Having regard to Law No. 2016-48 of July 11, 2016, on banks and financial institutions, Having regard to Circular No. 86-42 of December 1, 1986, on the regulation of banking conditions as amended by subsequent legislation and in particular its Article 8, Having regard to Circular No. 91-22 of December 17, 1991, on the regulation of banking conditions as amended and supplemented by subsequent legislation and in particular its Article 36, Having regard to the resolutions of the Board of Directors of the Central Bank of Tunisia dated December 30, 2025, Having regard to the opinion of the Compliance Monitoring Committee No. 2026-1 of January 2, 2026, as provided for in Article 42 of Law No. 2016-35 of April 25, 2016, establishing the status of the Central Bank of Tunisia. Decides: Article 1 – The provisions of the first paragraph of Article 36 of Circular No. 91-22 of December 17, 1991, cited above are repealed and replaced as follows:
