The Guernsey Financial Services Commission conducted a thematic review of the Guernsey Green Fund Rules, 2018 to assess compliance, evaluate certification processes, and identify potential regulatory amendments. The review found that while the regime is largely viewed as appropriate, there are significant variations in how Designated Administrators fulfill ongoing oversight obligations and a lack of widespread green investment expertise within the industry. Consequently, the Commission is imposing risk mitigation programs on certain firms and advising licensees to enhance staff training, document oversight procedures, and consider environmental risks to ensure continued investor confidence and prevent greenwashing.
