  1. INTRODUCTION These guidelines have been prepared by the Financial Services Authority (“the Authority”) to provide assistance to applicants in completing and submitting the Junket and Tournament Events Application Form (“the Application Form”). These guidelines are not intended to be comprehensive nor replace or override any legislative provisions but are intended to make the application process clearer. Applicants are therefore advised to read these guidelines carefully before completing the application form.   2. HOW TO COMPLETE THE APPLICATION FORM 2.1 The application form is structured into three parts. All applicants must complete the sections relevant to the type of event the applicant is applying for. 2.2 Part A – General Information. This section must be completed by all applicants. It requires details such as the name of the casino hosting the event, the event name, proposed dates (start and end), location or venue, and the type of gambling activity (Junket or Tournament) 2.3 Part B – Junket Event This section is to be completed only by applicants applying for Junket Event. Required information includes details of the Junket Operator (company name, contact person, phone number, email, jurisdiction of business, and registration number), as well as program specifics such as the estimated number of players, program type (e.g., Rolling Chip, Revenue Share), game types involved, whether credit facilities will be required (and the amount), commission rate requested, and the source market of players. 2.4 Part C – Tournament Event This section is to be completed only by applicants applying for Tournament Event. Applicants must provide organizer details (name, contact person, phone, email), event specifics (type of tournament, estimated number of participants and dealers, entry fee if applicable, prize pool,

Page 4 of 6 and sponsorships or partners), a comprehensive event description (including format, rules, schedule, prize structure, and use of value chips), and operational details such as involvement of external vendors, livestreaming plans, staffing and security requirements, and food and beverage arrangements. 3. APPLICATION REQUIREMENTS 3.1. There is no application fee to submit this application. 3.2. The application must be completed in English, either typed or written in ink using BLOCK LETTERS. Supporting documents in other languages must be accompanied by a certified English translation 3.3. Applicants must complete only the sections relevant to their application type. If a particular question or section does not apply, it should be marked as “Not Applicable” or “N/A”. 3.4. If any information provided in the application changes before the Authority has completed its review, the applicant must notify the Authority immediately. 3.5. During the processing of the application, the Authority may request additional information or supporting documents for the purpose of determining the application. 3.6. A checklist is provided at the end of the application form to assist in ensuring that all necessary documents are submitted. The checklist is divided into two sections: Junket Event and Additional Documents. 3.7. Applicants applying for tournament events must refer to the “Additional Documents” section in the checklist and applicants applying for junket event must refer to both the junket events and additional documents sections in the checklist. 3.8. The following documents must be attached to the Application Form, depending on the type of event being applied for: (a) Junket Event: (i) Certified copy of Junket Licence (ii) List of Junket Representatives (iii) Previous Junket Activity Report (iv) Bank statements of the organiser(s)/coordinator(s) (v) Anti-Money Laundering (“AML”)/Know Your Customer (“KYC”) Policies (b) Additional Documents (required for both Junket and Tournament Events) (i) Cover letter addressed to the Chief Executive Officer of the FSA (ii) List of Participants (iii) List of Dealers (if external dealers are being used) (iv) KYC Documents

Page 5 of 6 (v) Signed Contract Agreement (vi) Identification documents of participants, dealers, and junket organiser(s)/coordination(s), such as copies of passports or identity cards (vii) Gainful Occupation Permit (“GOP”) of Dealers/Players (viii) Risk Assessment of the event (ix) Customer Due Diligence (“CDD”) measures undertaken on each of the participants, dealers, and junket organiser(s)/coordinator(s) (x) Event Rules and Terms and Conditions 3.9. All applications seeking the approval of the Authority must be addressed and either hand￾delivered or mailed to: The Chief Executive Officer Financial Services Authority P.O. PROCESSING OF APPLICATIONS The Authority will follow the following steps when assessing an application: Step 1: Acknowledge receipt of the application. Step 2: Carry out an initial review of the application to assess whether the application is complete according to the requirements detailed herein (refer to Section 3.8). Step 3: Begin to process the application if the application is deemed to be complete; or return the application to the applicant if the application is deemed to be incomplete, highlighting the area(s) of deficiencies/ discrepancies. Note that the Authority may provide general and brief guidance on the area(s) of deficiencies, but it is the responsibility of the applicant to engage suitable professionals or service providers to ensure the completeness of the application. Step 4: Request for additional information or supporting documents for consideration of the application from the applicant, if necessary. Step 5: Upon receipt of the application, the Authority for two consecutive days shall publish at the expense of the applicant a notice containing such particulars as may be determined by the Authority in a daily newspaper in the area where the Junket or Tournament events is to take place to invite objections and suggestions from the public on the application. In accordance with Section 7 of the Seychelles Gambling Act, 2014, the person objecting will have thirty days from the date of publication to submit the objection. Step 6: Inform the applicant on whether the application has been approved or not.

Page 6 of 6 5. SERVICE STANDARDS 5.1 The Act does not provide a time limit within which the Authority must reach a decision in respect of an application. In practice, the Authority always seeks to deal as promptly as possible with each application. The timeframe required to complete initial enquiries may vary, depending on the nature of the issues and the promptness in obtaining any additional information from the applicant. Generally, the Authority would not expect an application to remain outstanding for a period of more than 3 months. 5.2 It is important to note that this service standard will only be achievable if all the requisite information/documents are provided at the time the application is lodged. The Authority is not responsible for delays arising from the submission of incomplete applications. The following is to be further noted: (a) The Authority will only process complete applications. Applications that are deemed to be incomplete after three (3) months upon its submission to the Authority, will be returned to the applicant. Applicants will have a period of 6 months for resubmission of the application. (b) Applications not submitted within the 6-months cut-off period will be considered as void and a new application would have to be lodged along with payment of the required application fee, should the applicant remain interested in proceeding further with the application. 5.3 This service standard is not exhaustive or binding on the Authority. The application regime requires the Authority to exercise discretion. How the Authority does this will depend on the applicant’s particular circumstances. 6. ROLE OF THE AUTHORITY 6.1 The Authority monitors and supervises the provision of services by licensees and where necessary make enquiries and inspections to ensure that the provisions of the Act are being complied with. 6.2 For the purpose of the above, the Authority may during business hours, after giving reasonable notice or not, access the business premise of a licensee for the purpose of inspecting procedures, systems, controls, books, records and other relevant documents of the licensee to ensure compliance with the Act. Nonetheless, the Authority may conduct un-announced visit/spot checks and may access the business premise after business hours. 6.3 A person who in any way impedes, prevents or obstructs the Authority or any of its employees or authorised agent in the conduct of an inspection commits an offence and is liable on conviction to a fine not exceeding SR100,000. 6.4 The Financial Services Authority Act, 2013 prohibits the Authority or any employee or agent of the Authority to disclose any information or document acquired in the performance of the duties under the Act in respect of any licensee or the affairs of any licensee.
