The Bank of the States of Central Africa (BEAC) issued Circular Letter 006 to all CEMAC payment service providers, mandating the continuous availability and reliability of payment services throughout the COVID-19 pandemic. The Governor requires providers to significantly reduce customer fees and ensure broad public access to these services in compliance with Articles 18 and 19 of the December 2018 payment services regulation. This directive underscores corporate social responsibility and active implementation of accompanying measures to mitigate the pandemic's adverse economic effects on populations.

The COVID-19 pandemic spreading across several countries worldwide has not spared the CEMAC countries. Preventive measures have begun to be implemented by some sub-regional countries. The consequences of this health crisis will be significant, immediate, and multifaceted.
In light of the measures adopted at various levels within the CEMAC States, the availability and security of all payment services are a prerequisite and a key factor in addressing the spread of this pandemic in our countries and limiting its adverse consequences.
Pursuant to Articles 18 and 19 of Regulation No. 04/18/CEMAC/UMAC/COBAC dated December 21, 2018, concerning payment services in the Economic and Monetary Community of Central Africa (CEMAC), I invite you to take all necessary measures to ensure, on a permanent basis and particularly during this period, the availability and reliability of the various payment services you provide to your clients. You are also kindly requested to facilitate easy access to these services for all populations, notably by significantly reducing the fees applicable to customers.
I count on your full understanding of these stakes, during this period of great uncertainty that calls more than ever upon your corporate social responsibility and active involvement in implementing accompanying measures aimed at mitigating the effects of this pandemic on populations.
