Instruction No. 03/2023 of 27 February – Financial System: Auxiliary Tables for the Chart of Accounts of Financial Institutions

The National Bank of Angola issued Instruction No. 03/2023 to establish and update auxiliary coding tables for the Chart of Accounts of Banking and Non-Banking Financial Institutions. The directive mandates all supervised financial entities to adopt revised codes for institutional sectors, financial instruments, economic activities, guarantees, and provincial/municipal locations within sixty days of publication. It supersedes previous auxiliary tables from Instructions 14 and 15/2019, standardizing operational reporting and counterpart identification across the Angolan financial system.

INSTRUCTION No. 03/2023 of 27 February SUBJECT: FINANCIAL SYSTEM Chart of Accounts of Financial Institutions – Auxiliary Tables

Given the need to create new codes and ensure the identification of functions and proper completion of table no. 08 - Types of Financial Instruments and Operations, as well as the update of the auxiliary tables, namely table no. 06 - Institutional Sectors, table no. 09 - Economic Activity Codes, table no. 10 - Types of Guarantees and table no. 17 - Provinces and Municipalities, contained in Instructions no. 14 and 15/19, both dated 06 September, regarding the Chart of Accounts of Banking and Non-Banking Financial Institutions; Under the combined provisions of Article 182 of Law no. 14/21 of 19 May, the General Regime of Financial Institutions Law, and of sub-paragraphs d) and f) of Article 31 and paragraph 1 of Article 98 of Law no. 24/21 of 18 October, the National Bank of Angola Law.

I DETERMINE:

  1. Object This Instruction establishes the codes and functions of table no. 08 - Codes of Types of Financial Instruments and Operations, and updates tables no. 06 - Codes of Institutional Sectors, no. 09 – Codes of Economic Activities, no. 10 - Codes of Types of Guarantee and no. 17 - Codes of Provinces and Municipalities, contained in the Chart of Accounts of Banking and Non-Banking Financial Institutions.

  2. Scope This Instruction applies to Financial Institutions under the supervision of the National Bank of Angola, as provided for in paragraphs 2 and 3 of Article 7 of Law no. 14/21 of 19 May, the General Regime of Financial Institutions Law.

  3. Filling 3.1 Financial Institutions must consider the Codes of Institutional Sectors to which the counterparties of operations carried out by them or the issuers of Financial Instruments belong, contained in Annex I, which is an integral part of this Instruction. 3.2 Financial Institutions must consider the Types of Financial Instruments used and the operations carried out, contained in Annex II, which is an integral part of this Instruction. 3.3 Financial Institutions must consider the functions of the Types of Financial Instruments used and the operations carried out, contained in Annex III, which is an integral part of this Instruction. 3.4 Financial Institutions must consider the Codes of Economic Activities linked to the operation carried out by the Financial Institution or to the counterparty of the operation carried out, contained in Annex IV, which is an integral part of this Instruction. 3.5 Financial Institutions must consider the Types of Guarantees contained in Annex V, which is an integral part of this Instruction. 3.6 In carrying out operations, Financial Institutions must consider the codes of Provinces and Municipalities, contained in Annex VI, which is an integral part of this Instruction.

  1. Transitional Provision Financial Institutions must comply with the provisions of this Instruction within 60 (sixty) days after its publication.

  2. Doubts and Omissions Doubts and omissions resulting from the interpretation and application of this Instruction are clarified by the National Bank of Angola.

  3. Revocation The auxiliary tables no. 06 – Codes of Institutional Sectors, no. 08 - Types of Financial Instruments and Operations, no. 09 - Codes of Economic Activities, no. 10 – Types of Guarantee, and no. 17- Provinces and Municipalities, of Instructions no. 14 and 15/19, both dated 06 September, regarding the Chart of Accounts of Banking and Non-Banking Financial Institutions, are hereby revoked.

  4. Entry into Force This Instruction enters into force on the date of its publication.

ANNEX III DESCRIPTION OF THE FUNCTION OF TYPES OF FINANCIAL INSTRUMENTS AND OPERATIONS

101 - National Banknotes and Coins Record banknotes and coins in cash issued by the National Bank of Angola and having legal tender status in the country. Commemorative coins that are not normally used for payments, if any, are excluded from this instrument.

102 - Foreign Banknotes and Coins Record banknotes and coins in cash having legal tender status abroad, considered the responsibility of the respective non-resident issuing monetary authorities.

104 - Other Checks Record other checks not classifiable under individually identified instruments.

105 - Certified Checks Record checks issued by deposit account holders with the bank's certification verifying the existence of funds. The bank captures (blocks) the amount for which the check is issued and guarantees its payment by indicating "good for payment".

106 - Banker's Checks Record a payment document issued by a bank, drawn on an account at that same bank, with guaranteed funds.

107 - Payment Orders Record payment orders, namely bills of exchange (payment orders), promissory notes (payment promises), and other instruments drawn on resident or non-resident institutions.

108 - Bearer Checks Record a check in which the issuer does not indicate the name of the person who can cash it. This type of instrument includes the amount to be paid and the date, but not the recipient's name. Thus, the check can be deposited or cashed by any person presenting it to the bank.

109 - Goods and/or Products Record amounts receivable from non-financial operations resulting from installment sales of goods and products to customers. This code should only be used in consolidated financial statements.

110 - Payment-in-Kind Operations Record a performance other than that owed, delivered by the debtor to the creditor to discharge the debt, by prior agreement between the parties.

111 - Payment Card Record a payment instrument, presented in the form of a plastic card or other payment device or code, provided by an issuing financial institution (the issuer), to enable its user to carry out financial transactions, namely payments and/or cash withdrawals, at terminals where it is accepted.

121 - Demand Deposits Record deposits that are immediately convertible into currency or transferable by check, bank order, debit entry, or similar, without any type of restriction or significant penalty. This instrument includes freely movable deposits held as balances at the Central Bank and in other banking institutions. It does not include deposits related to minimum reserves at the Central Bank, classified under "Mandatory Deposits" (instrument 123).

122 - Time Deposits Record deposits in the form of investments with a fixed term, whose early mobilization, if possible, is generally subject to conditions or penalties. These deposits are normally governed by a contract establishing applicable conditions (term, interest, penalties for early withdrawal, etc.). This instrument includes deposits related to interbank money market operations, but does not include deposit certificates which must be classified under "Certificates of deposit" (instrument 321).

123 - Mandatory Deposits Record deposits whose movement is conditioned by legal provision and maintained according to the obligation of specific legislation. This instrument includes mandatory reserves held at the Central Bank, but does not include mandatory deposits resulting from capital contribution and/or capital increases which are classified under "Special Deposits" (instrument 124).

124 - Special Deposits Record deposits whose movement is conditioned, including deposits constitutively required upon the formation of a company or capital increases (capital contribution and/or capital increase).

126 - Collateral Accounts Values represented by balances or liabilities delivered/received as collateral, margins, and respective reinforcements. They refer namely to the proceeds of client collections or transfers by prior agreement destined for the settlement of granted credits, constitution of guarantees, and settlement of services rendered.

127 - Captive Accounts Record captive resources, including resources that are captured by court order.

128 - Fiduciary Accounts Record operations regarding a bank account opened and held by a payment service provider, exclusively intended for the restitution of funds resulting from electronic money operations.

129 - Other Deposits Record other deposits whose conversion into currency or transferable deposits is subject to conditions. Excludes deposits classified under other instruments.

130 - Bankita Demand Deposits Record demand deposits constituted at the bank, whose members are individuals belonging to the lower-income population sector, constituted only in national currency.

131 - Growing Bankita Savings Record time savings deposits constituted at the bank, whose members are individuals belonging to the lower-income population sector. These deposits are constituted in national currency for a determined, renewable term, and have established minimum and maximum limits.

203 - Committed Operations Record temporary liquidity absorption or placement operations (reverse operations, repurchase agreements, and sale with agreement to repurchase), based on the placement of own or third-party securities as collateral, without changing the ownership of the securities. This instrument includes reverse operations carried out within the interbank money market (between the institution and the National Bank of Angola, and between Banking Financial Institutions) and reverse operations carried out in the secondary market between banking institutions and their clients.

210 - Precious Metals - Investments in Gold and Other Precious Metals Record the market value of the gold and other precious metals stock.

213 - Operations with Prior Notice Record deposits with undefined maturity, whose movement depends on prior notice with the advance period fixed in the prior notice clause.

219 - Other Investments Record investments not classifiable under individually identified instruments.

222 - Liquidity Financial Assistance Record liquidity absorption within the framework of occasional liquidity placement operations by the National Bank of Angola.

301 - Treasury Bonds (TB) Record medium and long-term public debt securities issued by the National Treasury and similar instruments issued by non-resident issuing countries (medium and long-term public debt securities issued by non-residents). National Treasury Bonds indexed to the dollar must be classified in national currency.

303 - Treasury Bills (T-Bills) Record short-term public debt securities issued by the National Treasury and similar instruments issued by non-resident issuing countries.

305 - Central Bank Securities Record securities issued by the National Bank of Angola for the purpose of implementing monetary policy.

321 - Certificates of Deposit Record securities representing deposits constituted with a fixed term. This instrument includes deposits constituted at the reporting/issuing institution and negotiable certificates of deposit habitually traded in the secondary market.

323 - Own Acceptances Record financial instruments that include only acceptances where the reporting institution appears as the primary debtor (drawee) and that are intended for its own financing.

327 - Subordinated Debt Contracts Record loans covered by a subordination clause, i.e., in the event of the issuing entity's bankruptcy, they are only repaid after other creditors for non-subordinated debt.

329 - Other Bonds Record negotiable fixed-income debt securities whose repayment and remuneration conditions are fixed in advance by the issuing entity. Bonds do not confer any ownership rights over the issuing entity, and are negotiable in the secondary market. This instrument includes bonds issued or endorsed by the institution, including also subordinated bonds, i.e., in the event of the issuing entity's bankruptcy they will only be repaid after other creditors for non-subordinated debt, but does not include bonds classified under "Treasury bonds" (instrument 301).

341 - Redeemable Ordinary Shares Record securities representing the share capital of a joint-stock company that recognize to holders (shareholders) property rights and the right to vote at the General Meeting, and may be redeemed (repaid) under certain circumstances.

343 - Non-redeemable Ordinary Shares Record securities representing the share capital of a joint-stock company that recognize to holders (shareholders) property rights and the right to vote at the General Meeting, and may not be redeemed (repaid) under any circumstances.

345 - Redeemable Preferred Shares Record securities representing the share capital of a joint-stock company or a limited partnership by shares that, without conferring voting rights, allow their holders access to information on the company's development, conferring the right to receive a minimum preferred dividend, the repayment of the nominal value of the shares on a
