Instructions No. 1 of 2025 Regarding the Amendment of Instructions for Payment Service Companies Providing Prepaid Payment Cards Issuance Service

The Palestine Monetary Authority issued Instructions No. 1 of 2025 to amend the regulatory framework for payment service companies issuing prepaid payment cards. The directive replaces Article (6) of the 2021 Instructions to mandate that transaction limits for open and semi-closed prepaid cards must strictly conform to the financial caps established for e-wallets under Instructions No. 3 of 2021. These amendments repeal any conflicting prior provisions and take immediate effect upon their issuance on March 24, 2025.

Instructions No. (1) of 2025

Regarding the Amendment of Instructions for Payment Service Companies Providing Prepaid Payment Cards Issuance Service

Pursuant to the provisions of Law Decree No. (41) of 2022 on National Payments, particularly Articles (7 and 18) thereof, and after reviewing Instructions No. (3) of 2021 regarding Payment Service Companies Providing E-Wallet Services, and Instructions No. (4) of 2021 regarding Payment Service Companies Providing Prepaid Payment Cards Issuance Services, and based on what was approved by the Board of Directors of the Palestine Monetary Authority in its meeting No. (284) dated 17/03/2025, and in accordance with the powers delegated to us, and in pursuit of the public interest, we have issued the following Instructions:

Article (1)

Payment, Withdrawal, and Transfer Limits The text of Article (6) of Instructions No. (4) of 2021 regarding Payment Service Companies Providing Prepaid Payment Cards Issuance Services is replaced with the following: "The limit for open and semi-closed prepaid payment cards must fall within the financial limit as stipulated in Article (8) of Instructions No. (3) of 2021 regarding Payment Service Companies Providing E-Wallet Services."

Article (2)

Repeal of Conflicting Provisions All provisions conflicting with the terms of these Instructions are hereby repealed.

Article (3)

Implementation and Enforcement All competent authorities shall implement the provisions of these Instructions within their respective jurisdictions, and they shall apply as of the date of their issuance.
