The Palestine Monetary Authority issued Circular No. 51/2015 to require all banks operating in Palestine to classify Central Elections Commission employees under code (3000) within the Credit Information Systems (Sijili) and Re-lending Networks (Nisham). Banks must update their borrower status disclosures to match public sector coding standards, ensuring uniform data reporting across both designated systems. This classification directive applies exclusively to the operational use of these two networks and does not affect other banking categorizations.

Further to the instructions of the Credit Information Systems (Sijili) and Re-lending Networks (Nisham), and in order to regulate the proper disclosure of the borrower status of employees of the Central Elections Commission, all banks are requested to adopt code (3000) specified in the instructions for public sector employees and classify them in the data of these systems using this code.
Accordingly, all banks are requested to review the classification of employees of the Central Elections Commission on the aforementioned systems and amend it in accordance with the content of this circular, noting that this measure applies solely for the purposes of using the Credit Information Systems (Sijili) and Re-lending Networks (Nisham).
