DCM Circular Letter No. 01/2026: Provision of Note Verification and Counting Services by Scheduled Bank Officials at Qurbani Haats in 2026 to Prevent Counterfeit Notes

Bangladesh Bank's Department of Currency Management mandates all scheduled banks to establish counterfeit note detection and counting booths at approved Qurbani Haats across Bangladesh for Eid-ul-Azha 2026 to prevent fake currency circulation. The directive requires banks to deploy experienced cash officers, submit coordinator details by 17 May 2026, and ensure booths operate continuously from Haat opening until the night before Eid, with Sonali Bank PLC coordinating assignments in districts lacking Bangladesh Bank offices. Additionally, banks must impound detected counterfeit notes per Treasury Rules, display security feature videos at branches, and submit an implementation report within 30 working days post-Eid.

Dear Sir,

Regarding the provision of note verification and counting services by officials of scheduled banks to cattle traders at Qurbani Haats established for the Holy Eid-ul-Azha 2026, to prevent the circulation of counterfeit notes.

In view of the upcoming Holy Eid-ul-Azha 2026, it is advised to establish counterfeit note detection booths and take necessary measures at all approved Qurbani Haats (up to Upazila headquarters) across Bangladesh to curb the malpractices of counterfeit note circulation networks:

  1. The list of responsible banks for providing free note verification services to cattle traders and buyers from the start of the Haat until the night before Eid, with the assistance of counterfeit note detection machines at Haats approved by Dhaka North City Corporation and Dhaka South City Corporation, is attached herewith. For the purpose of providing services at the aforementioned Haats, the names, designations, and mobile numbers of the nominated officials, along with the name, designation, and mobile number of one suitable official nominated as the coordinator for your bank, must be sent to naima.tanzin@bb.org.bd and zarrin.tasnim@bb.org.bd via email by 17/05/2026. It is noted that your bank's coordinating official will monitor the work of the officials performing duties at the respective Haat;

  2. In districts outside Dhaka where Bangladesh Bank offices are located, you must instruct your respective regional offices/branches to provide necessary assistance in a similar arrangement under the leadership of the concerned Bangladesh Bank office at the cattle Haats approved by the respective City Corporation/Municipality;

  3. For the distribution of responsibilities among various banks at cattle Haats approved by City Corporations, Municipalities, and Thana/Upazilas in districts without Bangladesh Bank offices, the Chest Branches of Sonali Bank PLC have been assigned this responsibility. You must instruct your respective district/upazila-level branches to provide note verification services at the cattle Haats according to the responsibilities distributed by the Chest Branch of Sonali Bank PLC;

  4. Cash counting facilities using note counting machines must be provided at the booths set up at the Haats;

  5. For the convenience and assistance of setting up the booths, the concerned City Corporation authorities, District Municipality authorities, Upazila Executive Officer/concerned Municipality authorities, and the authorized lessee of the approved Haat may be contacted as needed; and for overall security (if necessary), the concerned Police, BGB, RAB, and Ansar authorities may be contacted;

  6. If any counterfeit note is detected during note verification at the booth, necessary action must be taken in accordance with the instructions mentioned in Circular Letter No. FakeNote:01(Policy)/2007-191 dated 04/07/2007 of this Department (then DCMPS);

  7. A banner/notice displaying the bank's name along with 'Counterfeit Note Detection Booth' must be displayed at the booth;

  8. The video clip containing the security features of bank notes must be displayed on all TV monitors installed at your bank's branches for customers every working day until Eid, throughout the entire banking hours;

  1. Necessary financial facilities may be provided to the officials/employees performing duties in accordance with your bank's applicable rules for discharging these responsibilities; and

  2. Within 30 (thirty) working days after the conclusion of the Holy Eid-ul-Azha, a report on the implementation of the aforementioned instructions must mandatorily be submitted to this Department.

Chief Executive, All Scheduled Banks Operating in Bangladesh.

Dear Sir,

Regarding the action to be taken by the bank in the event of receipt of counterfeit notes.

Complaints have been received that in the case of transactions at scheduled banks, if a customer presents a counterfeit note at the counter, officials are puncturing the counterfeit note and returning it to the customer. This is not in accordance with rules. Clear instructions regarding the action to be taken by the bank in the event of receipt of counterfeit notes are available in Section 52 of Part-III, Chapter-IV of the Treasury Rules, as follows:

"(1) In the event of a forged note being presented, the note and the presenter should be made over to the police, if the Bank considers it advisable to do so. If, however, the Bank office is convinced that the presenter has presented the forged note in good faith, believing it to be genuine he should impound the note, take his name, his father's name, local and permanent address and his full signature with date or left hand thumb impression if he is illiterate on the back of forged note, and his statement regarding the person from whom he received the note. The forged note and the presenter's statement should be sent to the police for further enquiry. After the enquiry has been completed, the police will forward the forged note to the Currency Office along with a report. Note - When a forged note is impounded, it should be stamped with the word "Forged" or the word "Forged" should be written on it in red ink in large letters before it is sent to the police for enquiry.

(2) Notes disfigured by oil or other substances should be scrutinised with special care, as forged notes are sometimes intentionally thus disfigured to render detection difficult.

(3) The managers of all banks have instructions to send forged notes presented to them to the police who will send them to Currency Officer for necessary action.

(4) The Bangladesh Bank has authorised Currency Officer in Dhaka and designated officers in its other branches to impound forged notes."

In light of the above, you are advised to take appropriate action in accordance with the instructions provided in the aforementioned section after the receipt of counterfeit notes at bank branches.
