INSTRUCTION NORMATIVE BCB NO. 731, OF APRIL 30, 2026
Amends Instruction Normative BCB No. 686, of December 8, 2025, which publishes the models for the reports of the Internal Process for Capital Adequacy Assessment (Icaap) and the Simplified Internal Process for Capital Adequacy Assessment (IcaapSimp), as provided for in Circular No. 3,846, of September 13, 2017.
The Head of the Department of Strategic Management and Specialized Supervision - Degef, the Head of the Banking Supervision Department - Desup, and the Head of the Cooperatives and Non-Bank Institutions Supervision Department - Desuc, in the exercise of the authority conferred upon them by Art. 23, item I, letter “a” of the Internal Regulations of the Central Bank of Brazil, published through Resolution BCB No. 340, of September 21, 2023, based on Arts. 82, item III, letter “b”, 88, item I, and 91, item I, letter “a” of said Regulations, and in view of the provisions set forth in Resolutions Nos. 4,553, of January 30, 2017, and 4,557, of February 23, 2017, Resolution CMN No. 5,223, of May 30, 2025, Circular No. 3,846, of September 13, 2017, and BCB Resolutions Nos. 265, of November 25, 2022, 436, of November 28, 2024, and 527, of December 3, 2025,
R E S O L V E:
Art. 1º Instruction Normative BCB No. 686, of December 8, 2025, published in the Official Gazette of the Union, on December 10, 2025, in Section 1, pp. 207-209, shall enter into force with the following alterations:

Art. 2º This Instruction Normative enters into force on July 1, 2026.

NOTE
Circular No. 3,846, of 2017, establishes procedures and parameters regarding the Internal Process for Capital Adequacy Assessment (Icaap) and the Simplified Internal Process for Capital Adequacy Assessment (IcaapSimp). Instruction Normative BCB No. 686, of December 8, 2025, publishes the models for the reports related to these processes.
Resolution BCB No. 555, of March 24, 2026, promoted alterations in Circular No. 3,846, of 2017, valid from July 1, 2026, and created Annex I, which provides for the Simplified Internal Process for Capital Adequacy Assessment – IcaapSimp, which a credit cooperative, a credit confederation, a central credit cooperative, or a singular credit cooperative classified in Segment 2 – S2 must carry out when exercising the option provided for in Art. 4º of Resolution CMN No. 5,223, of May 30, 2025.
This new IcaapSimp created by Resolution BCB No. 555, of 2026, must allow for the assessment, over a three-year horizon:
I - of the sufficiency of capital of the singular credit cooperatives that are part of the cooperative system, whose risk levels and profiles indicate the possibility of operation of the Risk Sharing Mechanism – MCR, in accordance with the provisions set forth in Section II of Chapter V of Resolution BCB No. 478, of May 30, 2025; and
II - of the capacity of the MCR to ensure timely resources for the preservation of liquidity, solvency, and soundness of the singular credit cooperatives that are part of the cooperative system.
The objectives described in the previous item are specific for the assessment of the entities affected by the new IcaapSimp created by Resolution BCB No. 555, of 2026, and are distinct from the assessment objectives of the other types of Internal Process for Capital Adequacy Assessment, the report models for which are detailed in Instruction Normative BCB No. 686, of 2025.
Therefore, the purpose of this Instruction Normative is to establish that the report models detailed in Instruction Normative BCB No. 686, of 2025, do not apply to the IcaapSimp created by Resolution BCB No. 555, of 2026.
Decree No. 10,411, of June 30, 2020, regulates the carrying out of regulatory impact analysis – AIR as a prerequisite for the issuance of normative acts of general interest to economic agents. However, in its Art. 4º, said decree establishes the hypotheses for exemption from carrying out AIR. This Instruction Normative falls under the hypotheses provided for in items IV - normative act that aims to update or revoke norms considered obsolete, without alteration of merit; and VII - normative act that reduces requirements, obligations, restrictions, requests, or specifications with the objective of reducing regulatory costs.
Based on the exposition in paragraphs 2 to 4, it is concluded that this instruction normative merely establishes that the report models detailed in Instruction Normative BCB No. 686, of 2025, do not apply to the IcaapSimp created by Resolution BCB No. 555, of 2026, which justifies its classification under the hypothesis provided for in Art. 4º, item VII, of said Decree.
Thus, based on the provisions in paragraphs 5 to 7, the issuance of this Instruction Normative is exempt from carrying out AIR.
