Instruction Normative BCB No. 745 — Establishes the Sectoral Plan for Prevention and Combatting Moral Harassment, Sexual Harassment, and All Forms of Discrimination at the Central Bank of Brazil

The Central Bank of Brazil issued Instruction Normative No. 745 to establish the Sectoral Plan for Prevention and Combatting Moral Harassment, Sexual Harassment, and All Forms of Discrimination (PSEAD-BCB). This two-year plan aligns with federal directives and mandates coordinated actions across prevention, support, accountability, and data collection to ensure safe and non-discriminatory work environments. The plan is overseen by the Committee for Combatting Harassment and Discrimination (CEAD) and managed by the Department of Human Resources Management, Education, Health, and Organization (Depes).

The Head of the Department of Human Resources Management, Education, Health, and Organization of the Central Bank of Brazil, in the exercise of the powers conferred by Art. 23, item I, letter "a", of the Internal Regulations, annexed to Resolution BCB No. 340, of September 21, 2023, and having in view the provisions of Art. 2 of Resolution BCB No. 511, of October 8, 2025,

RESOLVES:

Art. 1. The Sectoral Plan for Prevention and Combatting Moral Harassment, Sexual Harassment, and All Forms of Discrimination within the Central Bank of Brazil (PSEAD-BCB) is hereby established.

§ 1. The PSEAD-BCB aims to meet the strategy for implementing the Federal Program for Prevention and Combatting Harassment and Discrimination, established by Decree No. 12.122, of July 30, 2024, as well as to comply with the guidelines of the Federal Plan, established by Ordinance No. 6.719, of September 13, 2024, of the Ministry of Management and Innovation in Public Services.

§ 2. The guidelines and principles of the PSEAD-BCB are those defined in the Policy for Prevention and Combatting Moral Harassment, Sexual Harassment, and All Forms of Discrimination of the Central Bank of Brazil (PEAD-BCB), annexed to Resolution BCB No. 511, of October 8, 2025.

§ 3. The PSEAD-BCB will be published and disseminated on the BCB Intranet, at the electronic address designated for the theme.

Art. 2. The objectives of the PSEAD-BCB are:

I - to develop coordinated, articulated, and integrated actions to address moral harassment, sexual harassment, and discrimination in their various expressions and specificities;

II - to foster educational strategies that address the training, sensitization, and awareness of BCB staff, collaborators, and managers on issues related to combating harassment and discrimination, as well as the promotion of healthy, safe, and violence-free work environments;

III - to guarantee humane and non-re-victimizing reception and follow-up for victims of harassment and discrimination and for persons in conflict situations;

IV - to ensure that the investigation of harassment and discrimination complaints is guided by non-re-victimization and that cases are processed by the competent instances to promote disciplinary accountability, when they constitute violations of duties provided by law, observing due process of law and broad defense;

V - to guarantee access for staff and collaborators to the available complaint channels in case of harassment or discrimination, as well as to the available reception and follow-up instances; and

VI - to encourage the production and systematization of administrative records related to harassment and discrimination and the conduct of studies and research with a gender, race, and other social markers perspective.

Art. 3. The PSEAD-BCB will have a duration of two years, which may be extended for an equal period, through the updating and revision of its actions by the Committee for Combatting Harassment and Discrimination (CEAD).

Art. 4. The actions of the PSEAD-BCB will be structured in the four axes provided for in the PEAD-BCB, namely:

I - prevention;

II - reception and follow-up;

III - combat and accountability; and

IV - data and information.

§ 1. The coordination of the management of the PSEAD-BCB will be the responsibility of the Department of Human Resources Management, Education, Health, and Organization (Depes).

§ 2. The proposal, monitoring, and supervision of the actions will be carried out by the CEAD.

Art. 5. It is the responsibility of the CEAD to provide accounts in the manner and periodicity provided for in the PEAD-BCB.

Art. 6. The Depes will disseminate the actions of the PSEAD-BCB biennially, during the Week of Mobilization for the Prevention and Combatting of Harassment and Discrimination, as defined in Joint Ordinance MGI/CGU No. 79, of September 10, 2024.

Art. 7. This Instruction Normative enters into force on the date of its publication.
