Decision on Amendments and Supplements to the Decision on the Exchange Rate List of the Central Bank of Bosnia and Herzegovina

The Governing Board of the Central Bank of Bosnia and Herzegovina issued a decision on December 27, 2022, amending the official exchange rate list to correct terminology and remove the Croatian kuna. The amendment updates the reference currency from Chinese yuan to Chinese yuan renminbi and deletes the exchange rate row for the Croatian kuna (HRK). Additionally, Article 3 was revised to specify that the official exchange rate is based on the last reference rates published by the European Central Bank via the Refinitiv financial service.

Pursuant to Article 2, paragraphs 3, items a) and d), Article 7, item b), and Articles 32 and 70 of the Law on the Central Bank of Bosnia and Herzegovina ("Official Gazette of BiH", nos. 1/97, 29/02, 8/03, 13/03, 14/03, 9/05, 76/06 and 32/07), the Governing Board of the Central Bank of Bosnia and Herzegovina, at its 17th meeting held on December 27, 2022, adopts

Decision on Amendments and Supplements to the Decision on the Exchange Rate List of the Central Bank of Bosnia and Herzegovina

Article 1. (1) In the Decision on the Exchange Rate List of the Central Bank of Bosnia and Herzegovina ("Official Gazette of BiH", no. 83/20), in the table of Article 2, the word: "Units" is replaced by the word: "Unit", and the words: "Chinese yuan" are replaced by the words: "Chinese yuan renminbi". (2) In the table of Article 2, the row reading: Republic of Croatia Croatian kuna HRK 191 100 . is deleted.

Article 2. Article 3 is amended and reads: "Article 3. (1) The official exchange rate for the currency of Bosnia and Herzegovina is one convertible mark for 0.511292 euros, or one euro equals 1.955830 convertible marks. (2) On the exchange rate list, the basis for determining the currency relationship to the KM and for determining the mid-market rate shall be the last reference rates of the European Central Bank (hereinafter: ECB) published by the ECB on the Refinitiv financial service around 16:00 hours. (3) For currencies not found on the ECB's reference rate list, the last available mid-market rates published by national central banks against the euro on the same financial service prior to the time of downloading the ECB exchange rate list shall be used. (4) When the ECB and Refinitiv cease to publish the rates defined in paragraphs (2) and (3), the mid-market Refinitiv’s FX Blended Spot Composite rate at the time of downloading the ECB exchange rate list shall be used. (5) If the currency relationship to the KM is determined in accordance with paragraph (4) of this Article, in addition to such currency, the exchange rate list must explicitly state that the mid-market Refinitiv’s FX Blended Spot Composite was used in determining the rate of such currency due to the unavailability of relevant data on the exchange rate of that currency against the euro on the Refinitiv financial service. (6) The basis for determining the exchange rate of the SDR against the convertible mark shall be the last SDR rate in euros published by the International Monetary Fund on the Refinitiv financial service prior to the time of downloading the ECB exchange rate list."

Article 3. This Decision shall enter into force on the day following its publication in the "Official Gazette of BiH".

Article 4. This Decision shall be published in the "Official Gazette of the Federation of Bosnia and Herzegovina", the "Official Gazette of the Republic of Srpska" and the "Official Gazette of the Brčko District of Bosnia and Herzegovina".
