Issued by the Central Bank of Libya’s Director of Banking and Currency Supervision, this periodic letter directs commercial banks and their temporary administrative committees to actively address the Application Service Provider center’s November 2012 closing operation reports. The directive mandates that banks promptly respond to identified daily and monthly processing stoppages, document implemented solutions, ensure the designated EODSUPPORTER personnel remain present during closing execution, and forward all corrective measures to the center. Failure to comply with these documentation and response requirements will be closely monitored to ensure operational continuity within the National Payments System.

This Administration has received a letter from the Director of the Application Service Provider at the Central Bank of Libya, bearing reference number M.M.Kh.T. 2012/131 dated December 12, 2012, addressed to the Executive Directors of the National Payments System Project. This letter was forwarded along with a report submitted by the Application Service Provider Support Team regarding closing operations for November 2012 and the observations contained therein, as follows:
(1) No responses have been received from any of the commercial banks regarding reports sent by the Application Service Provider center about issues and stoppages in daily and monthly closing processes.
(2) No measures taken regarding these stoppages have been forwarded to the center.
(3) Commercial banks responsible for executing closing operations do not document the stoppages and implemented solutions, nor send them to their respective banks.
(4) Absence of the designated support person for closing operations (EODSUPPORTER) during the execution of closing processes.
Therefore, and in confirmation of the aforementioned observations, you are requested to give greater attention to the Application Service Provider center's observations.
