Circular No. 233: Approval of Boards of Directors of Charitable Associations, Foreign Association Branches, and Their Financial Committees
The Palestine Monetary Authority mandates all Palestinian banks to recognize either the Deputy Minister of Interior or the Director General of Non-Governmental Organizations as authorized signatories for approval letters concerning charitable association boards, foreign association branches, and their financial committees. Issued in coordination with the Ministry of Interior, this directive requires financial institutions to update their verification protocols to accept these designated signatures for legal validity. Banks must immediately implement this change to ensure uninterrupted processing of association approvals and maintain full regulatory compliance.

Subject: Approval of Boards of Directors of Charitable Associations, Branches of Foreign Associations, and Their Financial Committees
Further to the important correspondence from the Ministry of Interior pursuant to Circulars No. (2012/41) and No. (2012/120), Please find attached a letter from Mr. Abdul Nasser Al-Sayyafi – Director General of Non-Governmental Organizations and Public Affairs at the Ministry of Interior, No. (10732), dated 30/09/2019, regarding the approval of his signature or the signature of the Deputy Minister of Interior on approval letters for the boards of directors of charitable associations, branches of foreign associations, and their financial committees.
Accordingly, the necessary legal measures must be taken to comply with the contents of the attached letter.
