Extending the period of exclusion for import operations of some goods whose import operations are excluded from the minimum cash insurance rate until the end of December 2013.
Dear Mr. Chairman, I would like to bring to your attention the decision issued by the Central Bank of Egypt on November 6, 2012, regarding a temporary exemption for importers of various goods from certain minimum foreign exchange thresholds until the end of June 2013, with an additional six-month period expiring in December 2013. This decision was made considering the need to support local businesses and prioritise domestic production, while ensuring that credit facilities remain available for exporters. The Central Bank has decided to include various goods under this exemption: pharmaceuticals, food commodities (wheat, corn, rice), agricultural products (cotton, sugar), industrial raw materials, petroleum and petrochemical products, as well as some vital consumer goods. This exemption is granted until the end of June 2013, with an additional six-month period expiring in December 2013. The exemptions are made for importing companies, not exporters, and are subject to maintaining proper financial management and compliance with banking procedures. The central bank will continue to closely monitor the economic situation and may make changes based on the outcomes of ongoing economic studies. بالإشѧѧارة إلѧѧى الخطѧѧاب رقѧѧم ٣٠٦ المѧѧؤرخ ٦ نѧѧوفمبر ٢٠١٢ المتѧѧضمن "الѧѧسماح للبنѧѧوك باسѧ ѧتثناء عمليѧѧات اسѧѧتيراد آѧѧل مѧѧن اللحѧѧوم والѧѧدواجن بجميѧѧع أنواعهѧѧا، والѧѧسكر بجميѧѧع أنواعѧѧه لحѧساب التجѧار بغѧرض الاتجѧار فيهѧا أو الجهѧات الحكوميѧة مѧن الحѧد الأدنѧى لنѧسبة التѧامين النقѧدي البالغ ،%٥٠ مع تѧرك الحريѧة للبنѧوك فѧي تحديѧد نѧسبة الغطѧاء النقѧدي وبѧدون حѧد أدنѧي .....تنتهѧي في آخر شهر يونيو .....٢٠١٣" وبالإشѧارة إلѧى آتѧابي رقѧم ٩٥ المѧؤرخ ٤ فبرايѧر ٢٠١٣ المتѧضمن إضѧافة الѧسلع التاليѧة إلى السلع المذآورة أعلاه والتي تتمتع عمليات اسѧتيرادها بالاسѧتثناء مѧن الحѧد الأدنѧى لنѧسبة التѧأمين النقدي: -١ الأدوية والأمصال والمواد الكيماوية -٢ ألبان الأطفال -٣ المواد الغذائية (قمح - زيوت - حبوب) -٤ الأعلاف (الذرة - الصويا - باقي المستلزمات) -٥ الأسمدة والمبيدات الحشرية مѧع تѧرك الحريѧة للبنѧوك فѧي تحديѧد نѧسبة الغطѧاء النقѧدي وبѧدون حѧد ادنѧي، مѧع ضѧرورة مراعاة ضوابط منح الائتمان.
تجدر الإشارة إلى انѧه فѧي ضѧوء مѧا سѧبق ونظѧراً لقѧرب انتهѧاء المѧدة المقѧررة فѧي نهايѧة شѧѧهر يونيѧѧو ،٢٠١٣ واسѧѧتكمالا للѧѧدور الѧѧذي يقѧѧوم بѧѧه البنѧѧك المرآѧѧزي المѧѧصري مѧѧن دعѧѧم الاقتѧصاد القѧومي وتѧوفير احتياجѧات الѧسوق المحلѧى مѧن خѧلال عمليѧات التجѧارة الخارجيѧ ة فقѧد تقرر الآتي:
"مد فترة استثناء عمليѧات اسѧتيراد اللحѧوم والѧدواجن بجميѧع أنواعهѧا والѧسكر بجميѧع أنواعѧه بالإضѧافة إلѧى الأدويѧة والأمѧصال والمѧواد الكيماويѧة ، ألبѧان الأطفѧال، المѧواد الغذائيѧة (قمѧѧѧح - زيѧѧѧوت - حبѧѧѧوب) ، الأعѧѧѧلاف (الѧѧѧذرة - الѧѧѧصويا - بѧѧѧاقي المѧѧѧستلزمات)،الأسѧѧѧمدة والمبيدات الحشرية، وذلك لمدة ٦ أشѧهر إضѧافية تنتهѧي فѧي آخѧر شѧهر ديѧسمبر ٢٠١٣ وذلѧك مع مراعѧاة ضѧوابط مѧنح الائتمѧان، ونتѧائج الدراسѧات الائتمانيѧة التѧي يجريهѧا آѧل بنѧك لعملائѧه في هذا الشأن".
