Circular CONAU 1-1678: Monthly Accounting Information Regime 'Foreign Exchange Operations' (R.I. - O.C.) – Amendments

The Central Bank of the Argentine Republic issued Communication “A” 8254 to amend the Monthly Accounting Information Regime for Foreign Exchange Operations by discontinuing concept code S29 and introducing codes S34, S35, and S36 to classify digital services, non-face-to-good e-commerce transactions, and other card or account debit consumption. Financial entities and non-financial credit card issuers must identify and report these specific consumption types, applying proportional distribution when real-time discrimination is not feasible. These amendments apply to operations processed from July 1, 2025, and include formal updates to Section B.1 instructions alongside replaced pages in the Consolidated Text.

We address you to inform you of the modifications introduced in the referenced Information Regime. In this regard, it is informed that concept code S29 is being discontinued, replaced by the following new concept codes corresponding to point 2. of Annex II: S34 “Operations associated with card or account debit consumption, by residents with non-resident suppliers or by non-residents with Argentine suppliers, for the provision of digital services not associated with travel” S35 “Operations associated with card or account debit consumption, by residents with non-resident suppliers or by non-residents with Argentine suppliers, for the non-face-to-good purchase/sale of goods” S36 “Operations associated with withdrawals and/or card or account debit consumption, by residents with non-resident suppliers or by non-residents with Argentine suppliers, excluding the provision of digital services not associated with travel or the non-face-to-good purchase/sale of goods” The use of concept codes S34, S35 and S36 implies that each financial entity and non-financial credit card issuer identifies the type of consumption made and classifies it into one of the mentioned concept codes. If such entities cannot perform the requested discrimination when concluding the foreign transfer operation associated with card or account debit consumption/withdrawals, it must be performed for each concept, distributing total card/account debit consumption based on the proportions of the most recent available period considered representative regarding current consumption. Regarding concept code S34, "digital services not associated with travel" refers to online service requests with digital delivery (those whose dispatch is carried out through information and communication technology networks, including the internet, in a downloadable format). Within this category are companies providing audiovisual, IT, telecommunications, personal or cultural services delivered digitally. Regarding concept code S35, "non-face-to-good purchase/sale" refers to online goods requests on e-commerce platforms.

-2- The aforementioned clarifications are incorporated in point 3.50. of Section A. The modifications will apply to operations processed from 01/07/2025 inclusive. Furthermore, a formal adjustment was made to update the clarifying instruction included in the last paragraph of point B.1. of Section B. 3.49 Information on operations related to collections of exports of goods or services or the alienation of non-produced non-financial assets whose funds are credited to a foreign currency account owned by the client for their subsequent settlement in the foreign exchange market: a purchase voucher must be prepared with concept code “A15. Pending foreign currency inflows related to exports of goods and services or alienation of non-produced non-financial assets” and a sales voucher with concept code “A10. Debit/credit of foreign currency in local accounts for transfers abroad”. Subsequently, upon settlement of the funds, a purchase voucher must be prepared using the concept code corresponding to the settled operation. 3.50 The use of concept codes S34, S35 and S36 implies that each financial entity and non-financial credit card issuer identifies the type of consumption made and classifies it into one of the mentioned concept codes. In point B.1.24 must be reported: − The inflows of funds in the entity's correspondent accounts corresponding to third-party transfers, which were entered on the day into the entity's accounting records. In point B.1.25 must be reported: − The third-party transfers received and accounted for in correspondent accounts, for which on the reported day the exchange was concluded with the client, and/or the transfer was returned to the issuer of the transfer, and/or retransferred within the possibilities contemplated in foreign exchange regulations. Third-party fund applications under current regulations are excluded, to be declared in the corresponding point. The counterpart of movements related to operations registered in Section A corresponding to concept codes B26, S33, I09, I12, I13 and P28 must be reported in points B.1.16. or B.1.17. of this Section, as applicable.
