Circular to Market Operators on Regulatory Support to Mitigate Impact of Government’s Domestic Debt Exchange Programme

The Securities and Exchange Commission of Ghana has issued a circular granting regulatory capital forbearance and compliance flexibility to market operators whose portfolios are impacted by the government’s Domestic Debt Exchange Programme. Participating operators may apply for temporary relief from strict regulatory guidelines, access the Financial Stability Fund for liquidity needs, and must promptly notify the Commission of any secondary market trading or redemption delays. These targeted measures maintain active supervisory oversight while stabilizing market liquidity and investor confidence, with the Commission reserving full authority to revise or revoke the reliefs as economic conditions evolve.
