The Capital Markets Authority of Lebanon issued Decision No. 10 to regulate and license financial intermediation institutions, banks, and financial entities conducting securities activities. The decision establishes a three-tier categorization system with distinct operational permissions, mandates prior licensing and registration, and sets minimum capital thresholds ranging from two to 7.5 billion Lebanese pounds based on institutional category. It further imposes strict operational obligations, including client account statements, risk disclosures, conflict of interest management, capital reconstitution rules, and compliance with CMA directives to ensure sound market conduct.
